시민안전의 확보를 위한 민간경비의 역할확대

우리나라의 민간경비는 그 규모가 급속하게 성장하고 있다. 민간경비는 사이버범죄의 통제나 전자상거래의 제어, 대규모 군중행사의 질서유지 등의 분야에서 더욱 중요한 역할을 수행하고 있다. 전통적 관점에서의 사적 영역에 대한 경찰활동의 수요 증가는 민간경비의 역할증대를 요구하고 있으며, 군집거주 지역 같은 공적 사유재산(mass private property)에 있어서 민간경비는 경찰에 앞서 일차적 치안유지의 책임이 있다. 민간경비의 역할을 확대함으로써 경찰의 역할부담을 경감하는 동시에 보다 효과적으로 시민안전이 확보될 수 있도록 다음과 같은 정책적 배려가 있어야 한다.<BR> 첫째, 민간경비의 영세성을 극복하고 방범활동 역량을 강화시키기 위해 공간적으로 분산되어 있고 개별적 수준의 활동에 그치고 있는 민간경비원의 직무수행역량을 방범 네트워크화하여야 한다.<BR> 둘째, 민간경비원의 법적 권한과 책임에 관한 명확한 법적규정의 정비가 필요하다. 민간경비원이 합법적이고 효과적으로 방범활동을 전개할 수 있도록 법적 근거를 부여하고 한편으로 시민의 기본권이 침해되지 않도록 민간경비원의 행위를 적절히 제한할 수 있어야 한다.<BR> 셋째, 민간경비원의 전문성 제고를 위한 교육훈련이 강화되어야 한다. 아울러 경비지도사 자격제도의 보완 및 민간경비 산업을 위한 보험제도의 정비가 필요하다. 무엇보다도 새로운 형태의 경비수요에 대한 신속한 대처가 필요할 것이다.

In Korea. the business of providing private policing on for-profit basis is growing rapidly in scale. Private police plays more important role in policing for cyberspace. flash-market. programmable money. order maintenance for mass crowded public events and so on. It is also required for role expansion of private police as a policing governance because that increasing necessity for more policing on private sector on traditional view. Especially. private police bears principle responsibility of policing for so-called `mass private property` such as large residence complex which is most Korean`s housing pattern. So. it is essential to establish cooperating system of policing governance and there must be the following policy consideration to formulate so that enlarge role of private policing. That can reduce a role burden of the police and crime prevention activities can be carried more effectively out for citizen security.<BR> First. to acquire efficient control on crime prevention. it is suggested to build a nationwide control network of local private police. Furthermore. the proposition that private police ought to serve as partners with public police in crime prevention must be met with control system.<BR> Second. It is necessary to revise the existing legal regulations of civilian security guard which gives legal authority and responsibility to the private police. so as to be able to put on a display of prevention of crimes activity so that a basis right of a citizen is not infringed.<BR> Finally. educational training for specialty raising of a private security guard must be strengthened. Supplement of qualifications systems for senior private security guard and improvement of insurance system for private police. Above all. we have to prepare equivalent answers to new types of security demand.
