A Study on the Role of Private Security in Terms of the Decrease of Korean National Police Strength

현대 경찰의 운용 지향점은 지금까지 추구해 왔던 단순한 전통적 임무수행에서 벗어나 점진적으로 경찰기관의 고객이라 할 수 있는 일반 시민들의 만족도를 증진시키는 방향으로 나아가는 것이며 이러한 것이 세계적인 추세이다. 그러나 시민의 만족도 증진을 위한 경찰의 임무와 기능이 적절히 발휘되기 위해서는 우선적으로 경찰력의 유지와 이를 위한 예산이 뒷받침되어야 한다.<BR> 한국에서의 집회와 시위는 한국 사회가 민주화로 나아가는 데 있어서 필연적인 과정이었으나 지난 10년 동안 발생하였던 집회와 시위의 양상은 매우 과격하여 이에 대한 통제문제가 커다란 사회문제로 부각되어 왔다.<BR> 한국 경찰은 한국사회 특유의 집회와 시위의 과격성으로 인한 각종 이슈가 등장할 때마다 잘 훈련된 경찰력을 기초로 효과적인 진압을 해 왔다.<BR> 이러한 배경에는 무엇보다도 한국경찰의 부족한 인력을 보완하기 위하여 만들어진 전투경찰 제도를 적극적으로 활용해 왔던 것이 주효했던 것으로 보인다.<BR> 그러나 지난 십 수년간 한국 사회에서의 저출산율에 의한 인구학적 영향으로 인하여 징병제를 통해 획득되는 전투경찰대 자원 확보가 어려워지자 이에 대한 경고가 있어 왔던 것이 사실이다. 물론 경찰청은 금년부터 이에 따른 문제점 보완을 위해 집회 시위 통제기능만을 전담하기 위한 기동경찰을 선발하고 있으나 지금까지 수행해왔던 전투경찰의 기능을 수행하기에는 충분하지 않는 것으로 보인다. 따라서 앞으로 발생될 폭력적 시위와 집회에 어떻게 효과적으로 대응해 나갈 것인가에 대한 많은 검토와 적극적인 대응책에 대한 연구가 요구되는 시점이다. 먼저 전투경찰을 대신하게될 경비경찰을 어떻게 지속적으로 수급할 것인가 하는점, 시위진압에 있어서의 소요예산문제 그리고 언제까지 경찰의 역할이 시위대와 대치되는 입장에서 머물러야 하는가이다.<BR> 이러한 문제를 해결하기 위하여 우선 90년대 말에 도입되어 어느 정도 자리를 잡은 지방자치제도를 통한 예산 확보, 시위과정에서 발생된 손해에 대한 책임을 행위자에게 부과함으로서 불법시위를 감소시키고 예산문제를 해결하고자 하였다. 그리고 1980년 이래 현격한 성장을 구가하고 있는 민간경비 기능을 확대시켜 집회, 시위 통제기능의 민간분야 전환을 고려하는 방향으로 검토함으로서 현실적으로 인력과 예산의 제한이 예상되는 경찰 부담을 감소시키고 시위진압에 있어서 경찰의 기능을 시위대와 직접 대치하는 개념에서 법집행에 전념하기 위한 방향으로 연구를 시도하였다.

The general tendency of modern police agency`s operation is not only to take traditional police`s mission and function but also to satisfy the demand of their customers, citizens. However it will extremely difficult to accomplish the goal without proper police personnel supply and financial back ground.<BR> Demonstration and assembly at Koreawas inevitable process during Korean society have transferred from undemocratic society to democratic and flexible society. But the tendency of demonstration and assembly at Korea has been radical last decades; these problems were key issues of debates.<BR> Whenever tremendous issues were arising from Korean society and continuous violent demonstration and assembly has happened at street, Korean National Police have sustained good balance to control the demonstration and assembly.<BR> Outstanding ability of Korean riot police came from draftee assistant personnel system of the Korea National Police. The main role of Korea National Police`s draftee assistant personnel is tocontrol and suppression against demonstrators.Unfortunately consistent decrease of birth rates of Korean society has affected Korean Armed Forces conscription system and this situation made difficult to supply the strength to Korea National Police any more.<BR> Korea National Police have sustained to solve the shortage of riot police strength, for instance, from 2007; they try to introduce riot professional police officer system which is a sort of experimental. Basically, through the introduction of riot professional police officer system, it is extremely difficult to solve the supply of riot police strength. These situations make us to consider what is more effective counter-measures of these problems. Through combination of private security industry and autonomous system, this article will consider the solution of demonstrationand assembly control in Korea society.
