사회복지시설 종사자의 근로실태를 통해 본 복지행정의 문제점과 그 개선방안

Korea`s Constitutional Law regulates the realization of a welfare state`s ideology as a responsibility and obligation of the state. Welfare institutions play a very important role in this realization as the workers in these places accomplish this.<BR> However, workers in the social welfare work under unsatisfactory conditions and for low wages. The reason for this is that politicians in South Korea failed to appropriate properly the funds in the budget for them. In general, politicians do not understand enough about social welfare and the administration is still under a kind of authoritarianism. So their welfare administration cannot exercise their just rights.<BR> Certain things need to be done. First, employers must pay proper wages to workers of the social welfare service institutions in proportion to the quality and quantity of their work. Also, the government must budget adequate funds so that employers observe legal working conditions. Many parts of the administration guidelines differ from the Labor Standards Law, and thus revisions are required so that the operation of these institutions is self-regulated and does not un in opposition to the law.<BR> In addition, the workers of welfare institutions who want to keep their rights and interests themselves must exercise labors’ three basic rights pertinently, but they also must make propositions to persuade the government.<BR> These kinds of efforts will be better as labor unions solidify solidarity with industrial unions. In this case, workers had better not disregard the fact that healthy labor union activities must not harm the clients of the institutions.<BR> I hope the government is very considerate to workers even before they engage in violent struggles and treat them well so that they do not need to oppose the law. This will help workers pour out their passion into their duties and responsibilities instead of into exercising their rights.
