영국과 일본의 공공 거버넌스 비교연구: 거버넌스 구성형태와 부문간 관계를 중심으로

A Comparative Study on Public Governance in the United Kingdom and Japan in terms of Intersectional Relations and Configuration of Governance

이 연구의 목적은 영국과 일본의 공공 거버넌스 특성을 정부 및 공공기관의 구성형태 및 부문간 관계 측면에서 분석하여 이를 바탕으로 한국의 공공 거버넌스 개혁에 주는 정책적 시사점을 도출하는데 있다. 특정 국가의 공공 거버넌스 특성 및 운영메커니즘 등을 규명하기 위해서는 구성형태에 포함된 주요 부문의 상하체계 및 각 부문간의 상호관계를 심층적으로 연구하고, 이를 바탕으로 전체 구성형태의 특징 및 운영원리를 탐색하는 구성형태적 접근방법(configurational approach)이 유용하다. 본 연구에서는 영국과 일본 각각의 정부형태와 중앙정부의 하부체계, 지방행정 구조와 중앙-지방정부간 관계, 공공기관의 유형과 중앙-지방정부와 공공기관 관계 등을 살펴보고, 이를 바탕으로 각국의 공공 거버넌스 구성형태의 전체적인 특징 및 운영원리를 비교연구 관점에서 도출하고자 한다. 마지막으로 비교연구의 결과를 바탕으로 정책적 시사점, 특히 한국의 공공 거버넌스개혁에 주는 시사점을 도출한다.

The purpose of this study is to analyze the characteristics of public governance in the United Kingdom and Japan in terms of intersectional relations and configuration of governance and then to provide policy implications for public governance innovation in South Korea. In order to examine the characteristics of public governance and operational mechanism in a country, it is necessary to review intersectional relations and the hierarchical system of each sector in the configuration of governance. After that, it is useful to utilize the configurational approach in examining the characteristics of overall configuration and operational principles in a country. Accordingly, this study examines the type of government, the relationship between the central government and its subgovernments including public bodies, local governments and their subunits, which includes public bodies, intergovernmental relations, the type of public bodies, and the relationship of public bodies in the central government and local governments. In doing so, it should be possible to figure out the characteristics of public governance and operational mechanisms in the United Kingdom and Japan. Based on the findings, policy implications will be provided for public governance innovation in South Korea.
