사회서비스 제공기관의 영리·비영리성이 이용자만족도에 미치는 영향

An empirical study on ownership of social service agencies and the quality of services

본 연구는 사회서비스바우처사업 중에서 산모·신생아도우미서비스를 대상으로 비영리성이라는 조직 특성이 이용자만족도에 미치는 영향과 그 기관 활동의 매개효과를 분석하였다. 매개변수는 3개의그룹(종사자친화성, 서비스충실성, 이용자민감성)으로 정의하고, 이들이 이용자만족도에 미치는 효과를 분석하였다. 한국 사회복지에서 영리조직의 사회서비스 공급 참여가 이루어진 사회서비스바우처사업 중에서 비영리조직과 영리조직의 비중이 거의 동등한 산모신생아도우미서비스사업을 선정하였고, 2010년 한국사회서비스관리원에서 실시한 평가 자료를 이용하여 검증하였다. 전국 143개 기관(영리 70개소, 비영리 73개소)을 대상으로 방문평가를 실시한 기관평가자료와 기관별 30명씩 총 4,290명을 대상으로 실시된 이용자만족도 결과자료를 활용하였다. 연구결과는 비영리조직일수록 영리조직에 비해 이용자 만족도가 유의미하게 높고, 영리조직에 비해 비영리조직이 종사자친화성과 서비스충실성은 유의미하게 높지만 이용자민감성은 양 조직 간에유의미하지 않은 것으로 나타났다. 따라서 산모신생아도우미서비스를 대상으로 검증한 비영리성이라는 조직특성은 이용자만족도에 유의하게 영향을 미치고, 기관활동 변수 가운데서 종사자친화성과 서비스충실성이 비영리성이 이용자 만족도에 미치는 영향을 매개하는 것으로 실증되었다.

The research analyze the effect of the service provider"s owernership status to the quality of social service and the parametric variable effect of the provider"s activity in the maternity/newborn assist service. The parametric variables defined, in 3 groups (worker intimate characteristics, service completeness characteristics and user responsiveness), and analyze the effect where these variables to a quality of social services. For this purpose, we build a hypothesis with Hansmann"s contract failure theories(1987) and examine them from the evaluation data 2010of Korean social service administration. The result is as follows. First, nonprofit organizations are higher then for-profit organizations in the user satisfactory degree. Second, nonprofit organizations are also higher then for-profit organizations in the worker intimate characteristics and service completeness characteristics but user responsiveness does not statistically. Third, the worker intimate characteristics and service completeness will meditates the effect of non-profitability to a user satisfactory degree.
