탈냉전 이후 세계 최강의 군사력을 보유하고 있는 미군은 중국, 러시아 등 강대국들의 군사력이 점차 정교해지고 발달함에 따라 미래전에 대비한 작전개념을 발전시키고 있으며, 이러한 작전개념은 다영역을 교차하는 시너지효과 창출에 기반하고 있다. 미 육군과 공군이 2010년대 중반부터 각기 발전시켜온 다영역작전(MDO), 다영역지휘통제(MDC2) 개념은 2020년 들어 미 합참 주도로 미래전투개념인 합동전영역작전(JADO)으로 통합되었으며, 합동전영역지휘통제, 합동화력, 정보우위, 군수지원 등 4개의 기능개념을 발전시키고 있다. 4개의 기능개념 중 합동전영역지휘통제는 공군이 추진해 오던 다영역지휘통제의 연장선에서 가장 우선순위화하여 추진 중에 있다. 미 공군이 주도하고 있는 합동전영역지휘통제 개념은 먼저, 각 군의 각종 탐지자산으로부터 수집된 방대한 양의 정보를 보안이 유지된 가운데 작전을 수행하는 모든 제대들과 공유할 수 있는 체계를 구축하는 것이고, 두 번째는 지휘관의 의사결정 주기(OODA Loop)를 단축하여 상대국보다 빠른 작전템포를 유지함으로써 적의 결심체계에 딜레마를 야기시키기 위한 조직과 체계를 구축하는 것이다. 미 공군은 이를 위해 국방부, 합참과 협조하여 공군의 첨단전장관리체계(ABMS)를 중심으로 타 군의 지휘통제체계와 연결하는 노력과 지휘통제 전문가 양성 및 교리를 발전시키고 있다. 한국군의 미래작전개념은 다영역작전을 기반으로 발전될 것이다. 따라서, 작전개념 발전 시 미국과 상황이 다른 한국은 한국의 전략적 특성을 고려해야 하며, 미래 작전개념의 핵심인 지휘통제를 위해 현재의 항공우주작전본부(AOC)를 모태로 한 조직 및 체계 발전과 이를 운용하기 위한 전문가 양성 계획이 동반되어야 할 것이다.
The United States has been developing new joint warfighting concept based on the cross-domain synergy in preparation for future conflict with near-peer competitor such as China and Russia. The concept of ‘Multi-Domain Operations(MDO)’ and ‘Multi-domain Command and Control(MDC2)’ that the U.S. Army and Air Force had separately developed since mid-2010 has been integrated into All Domain Operation(ADO) as a future Joint warfighting concept led by the U.S. Joint chief of Staff in 2020. Under this new joint warfighting concept, U.S. military has been developing four functional concept: Joint Fires, Joint Command and Control, Information Advantage, and Contested Logistics. Among them, ‘Joint Command and Control’ is being promoted first as an extension of the MDC2 which is the Air Force’s priority. The concept of joint C2 is establishing a system not only to share vast amounts of information collected from various sensors in each service with all service’s fire elements but also to shorten the commander’s OODA loop and maintain a faster operational tempo than the competitor to cause a dilemma in the competitor’s decision-making process. To achieve this, the U.S. Air Force has three lines of efforts: experimenting system to connect sister service’s C2 into Air Force’s ABMS, training joint C2 exports, and developing doctrine. The ROK Military future operating concept will be developed based on such a multi-domain operations, considering that the ROK strategic situation is different from that of the U.S.. In addition, ROK Military forces have to have closely pay attention to JADC2 development which is the core functional concept of the US armed forces’ future warfighting concept.
