전세자금보증 사고 발생 특성에 관한 연구 - 지역 및 가구 특성을 중심으로 -

A Study on the Characteristics of Charter Fund Guarantee Accidents -Focusing on regional and household characteristics-

최근 주택 가격의 급등락과 전세사기 문제와 함께 전세자금보증 사고 발생이 증가하였다. 전세자금보증사고는 시장, 임대인, 임차인 등의 요인으로 발생할 수 있다는 점에서 본 연구는 전세자금보증사고 실태와 특성을 지역 및 가구 특성을 중심으로 파악하여 전세자금보증사고율 감소 및 전세사기를 예방하기 위한 방안을 제시하고자 한다. 연구 방법으로는 국가통계포털 자료와 한국주택금융공사의 2021년 전세자금보증 관련 자료를 바탕으로 회귀분석 모형을 이용하여 분석하였다. 분석 결과 조이혼율, 조혼인율, 가구수비율(1세대), 다문화혼인비율, 전라남도 변수가 유의하게 분석되었다. 이는 이혼을 하면서 채무불이행 및 사고 발생 가능성이 높고, 혼인을 하면 사고 발생 가능성이 낮으며, 1세대 가구인 부부가구가 이혼 및 가구 해체될 경우 사고 발생 가능성이 높으며, 사고율의 지역 간 차이가 존재하는 것으로 해석된다. 이에 본 연구에서는 전세자금보증 사고율 감소 및 전세사기를 예방하기 위한 방안으로 첫째, 전세자금보증 심사과정에서 ‘채무자의 가구 특성 파악’이 요구되고, 둘째, ‘결혼 및 조기 출산 지원정책’이 요구되며, 셋째, ‘다세대 가구 지원정책’이 요구된다. 마지막으로 위변조를 활용한 전세사기의 예방과 피해자 구제 및 전세 사기범에 대한 처벌 강화가 요구된다. 이러한 결과를 바탕으로 전세자금보증 건전성 제고를 위한 발표 대책 이외 추가 대안 모색이 필요할 것으로 사료된다.

Recently, the number of rental deposit guarantee accidents has increased along with the surge and drop in housing prices and the problem of lease fraud. This study aims to present measures to reduce the rate of jeonse deposit guarantee accidents and prevent jeonse fraud by identifying the status and characteristics of jeonse deposit guarantee accidents based on regional and household characteristics. The study analyzed data from the national statistical portal and the Korea Housing Finance Corporation"s 2021 charter fund guarantee issuance and accident occurrence, using a multiple regression analysis model. The results of the analysis showed divorce rate, marriage rate, household number ratio (1 household), multicultural marriage ratio, and Jeollanam-do were significant.
