녹색성장의 문제는 우리 인류에게는 커다란 과제로 인정되고 있다. ‘녹색성장(Green Growth)’이란 ‘환경(Green)’과 ‘성장(Growth)’ 두 가지 가치를 다 포괄하고 있다. 이러한 의미에서 녹색 성장은 바로 ‘지속가능한 발전’과 밀접한 표현이다. 즉, 경제성장을 추진하되 ‘환경 친화적’으로 추진해야 하는 것을 의미한다. 녹색성장을 논할 때에는 지속가능한 발전의 문제를 논외로 할 수 없음은 물론이다. 특히 글로벌 녹색성장은 모든 지역에서 관심의 대상이 되고 있다. 새로운 2000년 시대(Second Millenniums Era)를 맞이하면서 역동적인 경제의 발전은 빈곤으로부터의 탈출을 용이하게 했다. 그러나 인류는 성장을 추구하다보니 결국은 환경파괴의 문제에 직면하게 되고 이를 해결하는 일이 글로벌 녹색성장의 과제를 떠안게 된 것이다. 물, 에너지, 기후변화 등의 문제는 경제와 성장의 문제를 함께 해결해야하는 커다란 문제에 봉착했다. 본 논문에서는 글로벌 녹색성장을 해결하기 위해서 복합적응 체계적인 접근을 통해서 분석해 보기로 했다. 글로벌 녹색성장의 복합적인 적응체계에서 규제자(regulator)로서는 ① Sustainable Infrastructure ② Eco-tax reform ③ Greening business ④ Sustainable consume ⑤ Eco-efficiency를 상정했고, 이러한 규제자들이 체계 내에서 상호작용을 함으로써 창발적인 결과(Emergent result)로서 글로벌 녹색성장을 산출해 내는 것으로 분석하고자 했다.
The Green Growth approach seeks to harmonize the two imperatives of "economic growth" and "environmental sustainability" Changing in concept and system in the current paradigm of economic growth has two important factors. One is the integration of the environment and the economy, and the other is the creation of a win-win synergy between the environment and the economy so that the environment can be perceived as an opportunity rather than cost and burden to the economy and business. Global Green Growth is the new paradigm to seek the new creation for the global countries to cope with the crisis of the economy and the environment. I suggest the Complex Adaptive Systems Approach for the Global Green Growth. We can imagine the pillars of Global Green Growth. ① Sustainable Infrastructure ② Eco-tax reform ③ Greening of business ④ Sustainable consume ⑤ Eco-efficiency. They will be a regulators for the complex adaptive system Global Green Growth. The factos in the system will be act each other. Finally, we could hope the "Emergent result" to be the Global Green Growth.
