과학기술혁신 활동은 생산성 저하 이슈와 글로벌 난제로 인해 발생한 새로운 도전과제와 기회에 직면해 있다. 주요국은 과학기술혁신 성과를 경제⋅사회⋅환경적 혜택으로 연결하기 위해 정책 및 거버넌스를 임무 지향적으로 변화시키고 있다. 이러한 국내외적 혁신 환경 변화로 인해 공공 분야 연구개발(R&D)에서 국가적 임무를 중심으로 도전적 연구를 추진하고 혁신적 성과로 연계할 수 있는 연구 영역의 발굴과 추진체계의 설계가 강조되고 있다. 본 연구는 공공 연구개발 혁신을 위한 국가연구개발사업 기획⋅관리 선진화 방안을 모색하고 한국형 난제도전 R&D 모델을 제안하는 것을 목적으로 한다. 먼저 임무 지향적 혁신정책에 대한 이론적 고찰을 바탕으로 해외 선진 사례를 선정하여 분석하였다. 다음으로 실제 국내 연구 현장에서 시범적으로 추진된 도전적 R&D 프로그램 사례(과학난제도전융합연구개발사업)를 중심으로 타 R&D 프로그램과 차별화되는 임무 지향적 도전 기반 R&D 모델의 전략적, 구조적, 관리적 특성에 대한 고찰을 시도하였다. 이는 집단지성 기반 난제 발굴⋅도전과제 기획 시스템 구축과 선진형 과제 관리 방식의 제도적 착근 가능성을 검증하고 한국형 난제도전 R&D 모델을 제시하고자 하였다는 점에서 의의가 있다.
Scientific and Scientific and technological innovation activities are facing new challenges and opportunities arising from productivity degradation and global challenges. Major countries are changing their policies and governance in a mission-oriented way to link scientific and technological innovation achievements with economic, social, and environmental benefits. Due to these changes in the domestic and international innovation environment, it is emphasized that challenging R&D are carried out centered on national missions, and research areas that can be linked to innovative outcomes and design of a promotion system are emphasized. Therefore, this study seeks advanced methods for planning and managing national R&D projects for mission-oriented research and innovation, and proposes a korean challenge-based R&D model.
