사회 복지서비스 효율성 평가연구: 사회복지관의 운영 효율성 비교분석

A Study on the Efficiency Evaluation of Social Welfare Service Using DEA

본 연구는 DEA를 활용하여 사회복지관 운영 효율성을 실증적으로 분석하였다. 이를 위해 종합사회복지관을 규모형태별, 운영주체별, 지역별로 구분하여 효율성을 비교분석하였다. 분석결과, 첫째, 규모형태 유형 중 ‘가’형 사회복지관은 50%가 효율적, ‘나’형 사회복지관은 40.5%가 효율적, 그리고 운영형태 유형 중 ‘사회복지법인’ 주체 복지관은 40.9%가 효율적, ‘재단복지법인’ 주체 복지관은 75%가 효율적으로 나타났다. 둘째, 지역별 분석결과 광주시와 대전시 소재 사회복지관이 운영 효율성에 있어서 다른 지역보다 상대적으로 우수한 것으로 나타났다. 결과적으로 본 연구의 성과는 비효율적인 사회복지관의 비효율 발생원인과 개선방안을 제시해 줌으로써 사회 복지서비스의 효율적인 관리측면과 정부의 합리적인 사회 복지정책 수립에 유용한 피드백 정보를 제공해 줄 수 있을 것이다.

The purpose of this paper is to use Data Envelopment Analysis(DEA) to examine the relative efficiency of social welfare agencies. The number of employees, social workers, and volunteers were used as input variables, and the number of program users, the number of programs were used as output variables. We perform the reference group analysis to figure out what cause inefficiencies and to provide the desirable values for input and output variables which inefficient social welfare agencies become efficient. In conclusion, this study shows the reasons of inefficient social service agencies and where the necessary improvements are needed, which will improve the expected overall performance of the social service agencies. also It is expected that this approach can give a feedback for effective management of the social service agencies.
