최근 지구촌에서 발생하고 있는 자생테러는 해당 국가의 커다란 사회문제로 대두되고 있으며 나아가 인접 국가까지 확대되고 있다. 9.11테러 이후 나타나고 있는 자생테러는 자국에서 태어나고 성장한 사람들에 의해 자국민을 대상으로 테러를 저지르고 있는 상태로써 큰 충격을 주고 있다. 본 논문에서는 국내 자생테러 환경을 분석하여 테러의 발생 가능성을 살펴보았다. 이후 국제사회에서 발생하고 있는 자생테러의 주요 사례를 분석해 시사점을 검토하였다. 그런 다음 테러 시 가장 먼저 투입되어 임무를 수행해야 할 경찰의 대응 방안을 제시하였다. 국내 자생테러 환경은 자생테러 가능인구의 급격한 증가, 특히 급증하는 IS(이슬람 국가) 국제 테러 조직과 연계 가능한 인원의 증가, 사이버공간의 확대 등이 원인으로 분석되었다. 최근 서구의 자생테러 사례를 살펴보면, 마드리드 열차테러, 런던테러, 보스턴 마라톤테러 등이며, 이들 사례분석을 통해 교훈과 시사점을 도출하였다. 대응방안으로는 소외계층에 대한 관심 및 지역사회 활동 강화, 사이버상 테러 위해요소 제거, 정보활동 강화, 테러방지법 시행에 따른 대응태세 보완, 국내 및 국제사회 유관기관과의 협력증진 등을 들 수 있다.
Autogenous terrors, which is globally occurring in recent years, is emerging as a big social problem in the country and is expanding to neighboring countries. That the Autogenous terrors, which have occurred since 9.11 terror, are committed by people who have been born and raised in their own countries, gives a shock. Analyzing the environment of Autogenous terror in Korea, this paper examines the likelihood of terror. Then, the paper looks into the implications of the terror by analyzing the cases occurring globally and presents the countermeasures by the police, the first to be involved in the terrorist attacks. The rapid increase in the population capable of terror and Muslims, and the expansion of cyberspace are analyzed to be reasons of Autogenous terror in Korea. Analyzing recent cases of terror occurred in Western countries: Madrid train terror, London terror, and Boston Marathon, this paper provides the lessons and implication. The possible countermeasures are to be increase in attention to the underprivileged, reinforcement of police activities in close contact with the community, removal of cyber terror elements, reinforcement on intelligence activities, compensation for countermeasures against terror and promotion of cooperation with the international society and related organizations.
