본 연구는 우리나라 돌봄로봇사업 추진현황을 파악하고, 돌봄로봇사업이 안정적으로 정착되어 시행되고 있는 일본의 개호로봇 정책을 조사･분석함으로써 돌봄로봇사업을 제도적으로 도입하고, 확산･발전시킬수 있도록 정책적 제언을 제시하고자 실시하였다. 돌봄로봇사업의 정착을 위한 선결요건으로 첫째, 기술개발 차원에서 우리나라의 노인돌봄 환경과 수요자에 대한 특성, 돌봄대상자의 사용환경 특성, 그리고 요구기능 등을 파악하여 돌봄로봇을 개발해야 할 것이다. 둘째, 돌봄로봇에 관한 제도적 측면에서 국내 돌봄로봇 관련 급여 정책의 개선이 선행되어야 할 것이다. 끝으로, 돌봄현장에서 돌봄로봇을 활용할 때 필요한 기술의 유효성이나 제품완성도 등에 대하여 현장의 실태를 반영한 실증적 연구가 뒷받침되어야 하며, 돌봄로봇에 대한 유효성이나 성능, 효과 등에 대해서도 체계화된 평가가 이어져야 할 것이다. 따라서 이를 위하여 다양한 사례나 축적된 경험을 기반으로 전문적 개발역량이 강화되어야 하고, 돌봄현장의 다양한 특성과 요구사항을 고려하여 적합한 해결방안에 관한 실증연구 및 적용사례가 축적되어야 하며, 이해관계 주체간의 긴밀한 협력체계도 정립되어야 할 것이다.
This study investigates and analyzes the current status of the care robot project in South Korea and the nursing robot policy in Japan, in order to present policy suggestions for the introduction and spread of care robots. To this end, in terms of technological development, it is necessary to create a care robot by gathering the characteristics and requirements of the elderly care environment and consumers in Korea. Also, in terms of the care robot system, improvement of the domestic care robot benefit policy should be preceded. Finally a basis-based empirical study is needed on the effectiveness and product completion of technologies necessary for care in the care field using care robots, accompanied by a systematic evaluation of the effectiveness, performance, and utility of care robots will be needed. Professional development capabilities based on accumulated experiences from various cases and evidence are required, and a close cooperation system between stakeholders and accumulation of application cases through empirical research on appropriate solutions will be established in long-tern demand sites.
