지방행정조직 개편의 영향요인 연구: 서울시 본청조직 개편에 대한 생존분석

Factors Affecting a Local Government Organization’s Reorganization: Survival Analysis of the Reorganization of a Seoul-City Headquarters Organization

본 연구의 목적은 우리나라 지방행정조직의 개편에 영향을 미치는 요인을 실증적으로 분석하는 것이다. 이를 위해 서울시 본청조직을 대상으로 지방자치가 부활한 1995년부터 2013년까지를 분석기간으로 설정하고 조직개편의 영향요인을 Cox 비례위험모형을 활용하여 분석하였다. 분석결과 지방행정조직의 개편은 중앙정부조직개편, 단체장교체, 재분배기능수행에 의해 영향을 받는 것으로 나타났다. 이러한 결과는 지방행정조직개편의 영향요인에 대한 이론적 논의의 기반이 되며, 지방행정조직개편과 관련된 실무가들에게 좋은 참조자료가 될 것이다.

This study empirically analyzes the factors affecting the reorganization of a local government organization in Korea; namely, the reorganization of a Seoul-City headquarters organization during 1995–2013. The results of analysis show that the reorganization of the central government, the change in mayor, and the performance of redevelopment function are significant variables. These results can be a basis for the theoretical discussion of factors affecting the reorganization of local government and a good reference for practitioners studying the reorganization of local government.
