최근 한 국책연구기관의 지역화폐 관련 연구가 세간의 큰 주목을 받았다. 지역화폐의 도입이 지자체 간 경쟁적 발행 속에 지역경제 활성화라는 소기의 성과를 거둘 수 없다고 밝혔고, 실제 실증분석 결과 역시 이를 뒷받침한다고 결론지었다. 또한, 소비자 후생의 감소와 소규모 지자체의 피해 등 의도하지 않은 부작용을 양산한다고 주장했다. 각 지자체의 지역화폐 정책 도입이 대폭 확대됨에 따라, 해당 연구(송경호・이환웅, 2020b)에 대한 학술적 점검 요구가 사회적으로 크게 부각된 바 있다. 본고는 학계를 향한 이러한 요구에 부응하고자 당 연구의 분석 및 추론 과정을 상세히 검토한다. 우선 이론모형에 대한 재분석을 시도한 결과, 해당 연구에서 간과한 골목상권 활성화 측면에서의 긍정적 효과가 두드러지게 확인되었다. 뒤따른 실증분석 역시 소상공인 보호 측면에서 긍정적으로 평가할 여지가 다분한 것으로 판단된다. 이를 토대로 향후 관련 연구의 보다 건설적인 발전 방향을 제시해 본다.
Recently, a study on local currency policies published by the Korea Institute of Public Finance (KIPF) has drawn great attention from the public. It said the policy could not achieve the desirable results in revitalizing the local economy amid competitive issuance among local governments, and concluded that the actual empirical analysis supports this. It also argued that the competitive issuance of local currency had unintended side effects such as increased costs of issuance, decreased consumer surplus, and damage to relatively small local economies. Through a detailed review of the analysis methods and reasoning processes, we confirm that the economic model underlying the argument contains critical errors. Furthermore, empirical analysis seems to lack rigor. Based on this, we present constructive directions for future local currency research.
