어린이는 사회에서 가장 취약하고 배려가 필요한 계층으로 어린이의 성장은 주변 환경과 긴밀하게 연결되어 있다. 한국 소비자원이 2017년에 발행한 통계에 따르면 어린이공원에서 만 14세 이하의 어린이 사고가 차지하는 비중은 30% 이상이라고 밝혔다. 이를 통해 어린이의 휴식공간이자 놀이공간인어린이공원에서 발생한 안전사고가 큰 비중을 차지함을 알 수 있다. 따라서 공원시설물에 대한 정기적인 점검이나 평가 후 보완해야하는 필요성이 더욱 중요하게 되었다. 유니버설디자인이란 제품의 디자인과 환경에 대해 모든 사용자를 대상으로 하는 창조 디자인 활동을 말한다. 유니버설디자인은 비교적적은 비용으로 전 국민들이 차별 없이 편리하게 이용할 수 있는 제품을 만든다는 점에서 21세기 생태디자인관에 부합한다. 이에 본 연구는 유니버설디자인의 관점에서 서울시어린이대공원의 어린이 이용자 중심으로 공원의 시설물 디자인 평가를 진행하고 문제점과 개선점을 찾아내다는 중점을 두고 연구한다. 그 과정에서 관련 규정과 지침에 따라 기준 및 세부 평가 항목을 요약하고 전문가 평가를 실시했으며 FGI를 통해 개선점을 제안했다. 그 결과 첫 문제점는 안내 표지판이나 안전경고판 또는 도로안내판을 미설치했고, 두 번째 문제점는 마감재와 마감형태의 미흡성이었으며 이 두 가지 공통 문제점는 평가결과 데이터의 70% 이상을 차지했다. 또한 시설물 배치와 시설물 크기 등 총 19개의 문제점을 발견하였다. 그다음에 FGI조사와 관련 규정에 따라 발견된 문제점을 개선방안을 도출했다. 이 결과를 바탕으로 시설물디자인을 개선하거나 보완한다면 어린이 이용자에게 더욱 안전하고 편리한 시설물을 제공할 수 있을 것이다. 나아가 추후 어린이공원의 유니버설디자인 발전에도 기여할 것이다.
Children are the most vulnerable and caring class in society, and their growth is closely linked to their surroundings. According to statistics published by the Korea Consumer Agency in 2017, accidents involving children under the age of 14 accounted for more than 30 percent of children in children’s parks. This shows that safety accidents in children’s parks, which are children’s rest areas and play areas, account for a large portion. Therefore, it is more important to check, evaluate and improve the facilities regularly in the parks. Universal Design is a creative design activity for all users about the design and environment of a product. Universal Design conforms to the ecological design view of the 21st century in that it creates products that can be conveniently used by the entire nation without discrimination at a relatively low cost. Based on the the Universal Design, centered with the children users in the Seoul Children’s Grand Park, this thesis focuses on the evaluating of the design of the park’s facilities, trying to find the problems of the designation and improve them. According to relevant regulations and guidelines, and referring to the experts’ evaluation, rearranging and summing up the standard and evaluated items, this thesis proposes the solutions to improve the safety in the parks. Findings: first, it lacks of the indicators, safety warning signs or road signs; second, the finishing materials and finishing form are unsatisfacting. These two common problems account for more than 70% of the data. Through the investgation, we find 19 problems including the layout and the size of facilities int the park. According to relevant regulations and the results of FGI（Focus Group Interview), this thesis proposes the measures to remedy the problems discovered. Based on these results, improving or supplementing the design of facilities would provide safer and more convenient facilities for children’s users. Furthermore, it will contribute to the development of universal design of children’s parks in the future.
