네덜란드의 외국계 주민 통합정책 연구: 틸부르크(Tilburg)시의 상호문화 사업을 중심으로

Study on Dutch Social Integration Policy for Foreign-born Residents: Focusing on Intercultural Activities in Tilburg

최근 국내의 활발한 다문화 논의는 서구에서 발전한 다문화주의에 근거하고 있다. 그러나 서구에서 다문화주의에 입각한 다문화정책이 주류문화와 비주류문화의 공존을 인정하고, 내국인이 비주류인 이민자를 사회적 약자이자 복지정책의 대상으로 인식하도록 유도하여 사회적 편견을 조장하는 부작용이 있었다는 사실에 주목하는 사람은 많지 않다. 오늘날 서구에서는 다문화주의의 한계를 깨닫고 이를 극복하고자 다양한 문화의 단순한 공존을 넘어 상호 교류에 초점을 두는 상호문화주의를 발전시켰고, 외국계 주민의 사회통합을 위해 상호문화정책을 추진하고 있다. 네덜란드는 외국계 주민을 위해 상호문화정책을추진하는 대표적인 국가이다. 특히 네덜란드의 틸부르크시는 일반시민과 외국계 주민이상호 교류하는 기회를 제공하는데 역점을 두고 다양한 상호문화 사업들을 운영하는 모범적인 경우이다. ‘세계의 집’ 운영, 사교의자 설치, 세계축제 개최, T-퍼레이드 지원, 이웃중재자 프로그램 운영 등이 상호문화 사업들의 대표적인 예다. 틸부르크시의 상호문화 사업들은 다양한 문화를 보여주고 확인하는 단계를 크게 벗어나지 못하고 있는 현행 한국의다문화정책에 개선방향을 제시한다.

Active multicultural discussions within our society in these days are based on multiculturalism developed in Western society. However, few people notice that multicultural policy in the West has revealed weaknesses of distinguishing minor culture (immigrant culture) from the major culture (indigenous culture) and of regarding foreign-born residents as poor people. Recently many Western European countries gave up multicultural policy and adopted intercultural policy, which emphasizes cultural cross-fertilization between different cultures. The Netherlands is a good example of promoting intercultural policy for social integration of foreign-born residents. Especially, intercultural activities of Tilburg, such as managing Huis van de Werelde (Home of the world in English), setting up Social Sofa, offering Festival Mundial, supporting T-parade, and operating Neighbourhood mediator programme, offer some implications to Korean government, who concentrates on showing diverse cultures while overlooking the importance of interactions between the indigenes and the immigrants.
