In the era of globalization, the IMRS(international mobile roaming service) is spreading due to the rapid increase of overseas travelers, but the rate is still very high. Meanwhile, human and material exchanges between the three nations in Korea, China, and Japan are active, but roaming charges are still so high that they are obstacles to the activation of exchanges. Many countries and regional associations around the world are abruptly cutting or abolishing the rates for activating exchanges and reducing roaming charges for consumers. The abolition of mobile roaming charges between Korea, China and Japan means that it will be possible to travel freely without roaming fees, and the added effect of the digital single market structure is expected to be very great. However, the abolishment of the roaming charges between the three countries is quit difficult, due to the complexity of the interests between the countries and the operators. Therefore, it is necessary to review the various policy cooperation and institutional approach directions for rational implementation of the promises. Therefore, in this study, we propose a reasonable plan to abolish roaming charges in Korea, China, and Japan.
