청소년의 정치인식과 사회자본 수준에 대한 연구: 청소년 참여･운영위원회 활동을 경험한 청소년들을 중심으로

A Study on Adolescents" Political Awareness and Their Social Capital Level: Focused on Adolescents who have Experienced the Activity of Participation/Management Committee

In the past, adolescents have been regarded as immature beings and objects of education for preliminary labor or compliance with established culture and discipline. However, the development of information and communication technology expanded the political discussion and participation activities of adolescent making them actively participated in the field of public opinion as active participation subjects. As a result of these changes, our society has faced the need to renew awareness of young people and research on their activities related to the formation of political awareness and social capital as a basic data for cultivating democratic civic competency of adolescents. Accordingly, this study has attempted a forecast that adolescents" experience of the activity of participation/management committee, which is a decision-making participation system for adolescents, would have some relevance to the increase of adolescents" political awareness and their social capital level. Until now, most of the existing studies on political awareness and social capital have been conducted for adults, and research on activities related to adolescents and the increase in political awareness and social capital of adolescents has been limited. Therefore, this study analyzed how much the political awareness and social capital of adolescents who experienced the activity of participation/management committee increased before participation through questionnaires and in-depth interviews. As a result, there was no difference between groups according to gender and age, but there was a difference between groups depending on whether there were experiences of student leader or participations in other activities and how long its periods were. These results mean that there is a difference between groups in adolescents" activity of participation/management committee according to acquired learning and experience rather than demographic variables. Based on this, we proposed strengthening the expertise of adolescents participation programs, expanding institutional programs to encourage participation, and developing educational programs that strengthen decision-making processes as improvement measures for adolescents participation/management committees.

우리 사회는 청소년을 미성숙한 존재로 보고 기성의 문화와 규율에 순응해야 하는 계도의 대상으로 여겨왔다. 그러나 정보통신기술의 발달은 청소년의 정치적 논의와 참여 활동을 확대하였으며, 그들 스스로가 공론장의 적극적인 참여 주체로서 활발한 참여행태를 나타내게 하였다. 이러한 변화에 따라 우리 사회는 청소년들에 대한 인식을 새로이 할 필요성을 당면하였으며, 청소년의 민주 시민적 자질을 함양하기 위한 기초자료로서 이들의 정치인식과 사회자본의 형성과 관련된 활동에 대한 연구가 요구되고 있다. 이에 본 연구는 청소년의 의사결정참여제도인 청소년 참여･운영위원회 활동 경험이 정치인식･사회자본 증가와 어떤 관련성을 가질 것이라는 예측을 가지고 시도하였다. 지금까지 정치인식 및 사회자본에 관한 기존 연구들은 대부분 성인을 대상으로 진행되고 있으며, 청소년 및 청소년들의 정치인식･사회자본 증가와 관련된 활동들에 대한 연구는 제한적이었다. 따라서 본 연구는 청소년 참여･운영위원회 활동을 경험한 청소년들의 정치인식 및 사회자본이 참여 이전에 비해 얼마만큼 증가하였는가에 대하여 설문조사 및 심층면접을 통해 분석하였다. 그 결과, 성별 및 연령에 따른 집단 간 차이는 존재하지 않았지만 후천적 학습 및 경험과 관련된 변수들인 교내 임원경험 유무, 타 활동 참여유무, 참여기간의 정도 등에서 집단 간 차이가 존재하는 것으로 나타났다. 이러한 결과는 청소년들의 참여･운영위원회의 활동에 있어 인구통계학적 변수보다는 후천적 학습 및 경험과 관련된 변수들에 따라 정치인식, 사회자본 형성에 대한 집단 간 차이가 있음을 의미한다. 이를 토대로 청소년 참여프로그램의 전문성 강화, 참여 장려를 위한 제도적 확대, 의사결정과정을 강화한 교육프로그램 개발 등을 현재 청소년 참여･운영위원회의 개선방안으로 제시하였다.
