데이터에 기반한 국립과학관 관람객수 적정 목표치 추정 연구 : 효율성 분석에 대한 융·복합적 접근

Data-based Target Goal Determination of Annual Visits to National Science Museums: A Convergent Approach to Organizational Efficiency

This study was started to quantitatively estimate the target level of annual visitors at national science museums. The purpose of this study is to suggest objective improvements in setting target levels for these indicators. To that end, we estimated the appropriate target goal of annual visits to national science museums. We analyzed the efficiency of 52 science museums, including 47 large science museums affiliated with the Association of Science-Technology Centers(ASTC) and five national science museums in Korea, through the Data Envelopment Analysis(DEA), thereby estimating the target number of annual visitors to domestic science museums on the basis of the number of visitors to efficient institutions. Main findings of this study are as follows. First, Gwacheon Science Museum and Busan Science Museum turned out to be an efficient institution and are suggested to use the same figure as the number of visitors in 2018. Second, Gwangju Science Museum, Daegu Science Museum, and the National Science Museum are found to be an inefficient institution so that they should consider raising the annual target number of visitors in 2018. Based on these findings, we recommend that the designation and utilization of the number of visitors among national science museums evaluation indexes will be enhanced in a convergent way based on data.

본 연구는 과학관 기관 평가 지표의 하나인 국립과학관별 연간 관람객 수의 목표 수준을 계량적으로 추정하기 위해 시작되었다. 본 연구의 목적은 이러한 지표의 목표 수준을 설정하는데 있어서의 객관적인 개선점을 제언하는 것이다. 따라서 본 논문은 적정 목표치의 통계적 추정을 위해 과학관협회(ASTC)에 소속된대형 과학관 47개와 우리나라 국립과학관 5개 등 총52개 과학관의 효율성을 자료포락분석(DEA) 방법으로파악하였고, 효율적 기관의 관람객 수에 준거하여 국내 과학관의 관람객 수 목표치 분석을 시도하였다. 연구결과 및 내용은 다음과 같다. 첫째, 과천과학관과부산과학관은 효율적인 기관으로, 이들 기관은 2018년관람객수 실적과 동일한 수치를 목표치로 사용하는 것을 제언한다. 둘째, 광주과학관은 불변 규모수익 모형(CCR)에서, 대구과학관과 중앙과학관은 불변 규모수익과 가변규모수익 모형(BCC)에서 비효율적인 기관으로평가되었으므로 연간 관람객 수를 각각 2018년 실적보다 상향할 것을 검토할 필요가 있다. 이러한 연구결과를 바탕으로 국립과학관 평가지표 중 관람객 수 지표의 설정과 활용이 데이터에 기반하여 융복합적으로 고도화되기를 기대한다.
