King Yeongnyu came to the throne in Goguryeo in September, 618. He tried to establish the friendly relations with Tang Dynasty not only through the exchange of thoughts like Buddhism and Taoism, but also through the introduction of diverse cultures. The ruling aristocratic party such as Daedaero also cooperated with his foreign policy. However, Taizong of Tang promoted the aggressive foreign expansion at that time, and also kept plans to invade Goguryeo later. In this situation, Tang strengthened its influence in the international community, on the other hand, relatively international status of Goguryeo was lowered. Yeon Gaesomun, who seized political power by causing the coup in 642, enlarged his power through aggressive military action. Especially by carrying out the preemptive strikeon Liaoxi in 644 and then defending against the war that Taizong of Tang participated directly later, the existence of Goguryeo was enlarged. Then, in the 650s, Goguryeo pressed the friendly nations of Tang like Khitan and Silla and promoted even more offensive foreign policy than before. It shows that Yeon Gaesomun conducted the war against Tang actively without being content with the passive defensive warfare. Consequently, it is revealed that after Gaesomun’s seizure of power, Goguryeo’s international status was enhanced.
618년 9월 고구려에서 榮留王이 즉위했다. 그는 佛敎, 道敎 등의 사상 교류와 함께 중국의 다양한 문물을 도입하며 당과의 우호 관계 정립에 노력하였다. 이러한 정책에는 大對盧 등의 집권 귀족세력 역시 적극 협력했다. 하지만 당 태종은 적극적인 대외 팽창을 계속하였고, 언젠가는 고구려 또한 정벌하겠다는 계획을 포기하지 않았다. 따라서 당은 국제 사회에서 영향력을 강화해 나갔고, 이에 반해 고구려의 국제적 위상은 시간이 흐르면서 저하될 수밖에 없는 상황이었다. 642년에 대규모 政變을 통해 집권한 淵蓋蘇文은 적극적인 군사 행동을 통해 권력을 강화하는 한편 이러한 위기를 타개해 나갔다. 특히 644년에 遼西지역을 선제 공격하고, 당 태종의 親征을 극복하면서 국제 사회에 존재감을 각인시킬 수 있었다. 650년대에는 당의 友邦이었던 契丹과 新羅를 압박하면서 더욱 공세적인 대외 정책을 추진하였다. 연개소문은 대당 전쟁을 단순한 방어전에 머무르지 않는 공세적 조치로 대처해 나갔던 것이다. 사료를 통해 확인되는 적극적인 군사행동 및 외교 사례를 통해 연개소문이 집권한 이후 고구려의 국제적 위상이 재정립되었을 것이라 추정해 볼 수 있다.
