In 666, the crown prince of Goguryo, Boknam(福男) attended in the Feng shan(封禪) ceremony held by the Emperor Gojong(高宗) of Tang, and the mood of reconciliationwas created between them. However after the death of Yeon Gaesomun(淵蓋蘇文), highest man of power in Goguryo, his hair, Namsaeng(男生) came to lose his positiondue to the struggle for power in Yeon"s family and the maneuvers of King Bojang(寶藏王) in hopes of the recovery of royal power, and this drove into the internaldomestic wars. Namsaeng tried to ask for help from Tang to get out of trouble, but thismade his allies turn their backs. Hereupon he fled to Hyeonto Fortress(玄菟城), which is considered to be suitableplace to get some aid from outside, to ensure the path of his retreat, to be easy to connectwith the fortress along Soja River(蘇子河) from Gungnae Fortress(國內城) whichwere under his control, and to persist for the long run by letting Namgeon(男建)’sforces scattered in many places. The Tang army was dispatched for help him, and theycould have kept his spheres of influence till the large-scale expedition from Tangwould reach there. Internal disorder and influence caused by Namsaeng’s falling from power and hismove to cope with such situation had made the defence capability of Goguryo weakensignificantly. Also this domestic confusion led not only to estrange the people from thegovernment but also to make weaken their will, which caused many persons to betraytheir country in succession. After all, Goguryo was ruined.
666년 당 고종의 태산 봉선의식에 고구려 보장왕의 태자 복남이 참석하게 되면서 두나라 간에는 화해모드가 조성되고 있었다. 이는 오랜 전시상황으로 인한 국력의 고갈과양국의 정치적 상황에 의한 필연적인 선택이었을 것이다. 그러나 연개소문 사후 권력을두고 벌어진 연씨가의 집안싸움과 왕권 회복을 기도하는 보장왕에 의해 남생이 실각하게 되면서 고구려 국내는 혼란에 빠지게 되었다. 남생은 불리한 상황을 타개하기 위해 당을 끌어들이고자 하였고, 이는 그를 지지하던 많은 동맹 세력의 이탈을 초래하였다. 이에 남생은 현토성으로 달아나게 되었는데, 이는 외부세력의 도움을 얻기 적절한 위치라는 점과 퇴로를 확보할 수 있다는 점, 자신의 세력권인 국내성 지역에서 소자하 지역의 성들과 연계가 쉽다는 점, 그리고 남건군의전력을 분산시킴으로써 장기적으로 항전할 수 있다는 이점을 고려하였기 때문이었다. 남생을 구원하기 위해 당군이 파견되었고, 그들은 본격적인 원정군이 올 때까지 현토성에서 남생과 그 세력권을 유지할 수 있었다. 남생과 그의 형제들 간의 상쟁으로 빚어진 고구려 국내의 혼란과 여파는 당의 고구려 원정이 시작되기 전에 이미 고구려의 방어 능력을 현저히 약화시켜 놓았다. 더욱이권력 쟁탈로 인한 지도층의 분열과 투항은 민심을 이반시켰을 뿐 아니라 고구려인의 항전의지마저 약화시켜 계속되는 이반과 당으로의 투항을 속출하게 함으로써 고구려를 멸망에 이르게 하였다.
