한국 사회적 기업의 지역자산 활용 : 자산기반지역공동체발전 관점에서의 사회적 기업 활성화 방안 모색

Mobilizing Community Assets in Korean Social Enterprises : Searching for the Vitalization of Social Enterprise Focused on Asset-based Community Development Perspective

In recent years, community development scholars and practitioners pay attention to mobilizing social economy of which social enterprises make a pivotal role according to changing public administration environments and increasing new social needs. Social enterprises contribute to meeting new social needs that the traditional problem solving institutions including government and markets could not properly address. Asset-based community development (ABCD) perspective indicates that mobilizing community assets such as individuals, institutions and places of local community is critical elements for the development and performance achievement of social enterprises. This study introduces theoretical backgrounds and debates on ABCD perspective and analyzes empirical data in order to identify the relationship between performance and mobilization of community assets. The implication of the study suggests that an in-depth research on ABCD model are important and various practical tools to mobilize community assets should be developed for the creation of sustainable local communities in Korea.

최근 행정환경의 변화에 따라 새로운 사회적 수요가 증가하면서 사회적 기업을 중심으로 한 사회적 경제가 주목받고 있다. 사회적 기업은 국가와 시장 등 전통적 문제해결주체로는 극복하지 못한 사회문제를 해결하는데 기여하고 있으며 사회적 기업의 발전과 성과향상에 중요한 요소가 지역자산의 활용이다. 지역에 속한 인력, 기관, 장소 등의 다양한 자산의 활용을 극대화하여 지역발전을 도모하는 접근이 자산기반지역공동체개발 관점이며이 연구에서는 사회적 기업의 지역자산의 활용도와 재정상태, 사회적 성과의 관계를 분석하였다. 이론적 배경에서 사회적 기업과 지역자산활용의 중요성, 그리고 자산기반지역공동체개발 이론 등을 소개 하였다. 실증적 분석에서는 자산기반지역공동체 발전 관점에서 강조하는 지역자산의 활용정도와 성과와의 관계를 분석하였다. 이 분석을 통해 한국에서 자산기반지역공동체 발전 관점에 대한 연구를 활성화할 필요성과 지역자산 활용에 필요한다양한 기법의 개발이 필요하다는 함의를 도출하였다.
