This paper examines the changing dynamics of congressional goals of the Speakers" in the Korean National Assembly based on their opening speeches at the regular session after the democratization. The analysis of opening speeches focuses on their styles and contents. In particular, this paper examines the factors including Speakers" personal leadership, internal congressional environment, and external political environment that have contributed to the changing dynamics of Speakers" congressional goals. This paper concludes by identifying the importance of the Speakers" personal leadership in influencing the contents and styles of their speeches.
본 연구는 1987년 민주화 이후 재임한 제13대 전반기 김재순 국회의장부터 제17대 전반기 김원기 국회의장의 정기 국회 연설문을 중심으로 연설문에 나타난 의정목표의 변화를 그 내용과 글자 수 등의 측면에서 분석하였다. 구체적으로 본 연구는 국회의장 연설문에 나타난 의정목표 설정과 관련하여 크게 외부･내부정치환경 요인과 국회의장의 리더십 요인을 중심으로 그 영향을 분석하였다. 분석 결과 민주화 이후 연설문에 나타난 의정목표 변화에는 국회의장 리더십 요인의 영향력이 점차적으로 증가하였다. 또한 이러한 국회의장 리더십 요인의 적극적 표출은 연설문에서 의정기능목표 중 국회의 고유기능목표보다는 정책형성목표와 타정치주체와의 통합목표, 그리고 의정운영목표 중 새로운 대여야관계목표를 강조하는 경향으로 나타났다.
