이 글은 대만기업의 대중국 투자 변화와 특징을 분석하고 향후의 발전을 전망한 글이다. 대만기업의 대중국 투자는 양안이 정치적으로 첨예하게 대립하고 있는 분단국이지만 현재 중국과 교류하고 있는 어느 국가들과의 비교에서도 결코 뒤지지 않을 정도로 빠른 발전을 해왔을 뿐 아니라 고도화 되고 있다. 즉 대만기업의 대중국 투자는 진출 초기인 1988년에 1억 달러에 불과하였으나 2006년도 말 현재는 440억 달러에 이르고 있고, 진출산업도 초기의 노동집약적 산업 중심에서 기술집약적인 하이테크산업으로 전환되고 있다. 또한 투자지역도 광둥성(廣東省)과 푸젠성(福建省)을 중심으로 한 지역적 편중 구도에서 창쟝(長江)삼각주 지역을 비롯한 다양한 지역으로 확산되고 있으며, 투자의 형태도 생산성 제고를 위한 산업의 군집화 형태로 발전하고 있다. 그리고 생산과 판매의 현지화도 적극적으로 추진되고 있다. 대만기업의 이러한 대중국 투자 변화는 대만의 수출 증대 및 산업구조 고도화에 많은 기여를 하였으며, 향후의 발전도 양안간의 경제적 상호보완 관계에 따라 더욱 확대될 것으로 보인다. 다만 향후 대만기업의 대중국 투자는 중국의 경제 환경 변화와 대만기업의 지속적인 대중국 투자로 인해 나타날 수 있는 산업공동화 등의 영향을 받으며 발전할 것으로 전망된다. 그러나 그동안 주로 대만에서 제기되어 왔던 정치체제 및 이데올로기적 문제는 크게 영향을 받지 않을 것으로 보인다. 다만 양안간의 제도적 장치, 즉 삼통(通商, 通航 通郵)문제의 미해결과 양안간 경제교류가 여전히 간접교류로 이루어지고 있다는 점은 진일보적 교류발전에 어느 정도 제한요인으로 작용할 것으로 보인다.
This article analyzes the changes and characteristics of Taiwanese enterprise"s investment in China, and looks out over the future development. When it comes to Taiwanese enterprise"s investment in China, Taiwan cross-strait is in a sharp conflict in this regard as divided countries, but it is true that Taiwan has been developed rapidly and highly advanced compared to any other country which is currently associated with China. In other words, Taiwanese enterprise"s investment in China accounted for only $0.1billion in 1998, when the investment just began, but as of late 2006, the amount accounts for $44billion. Further, the involved industries are changing from labor-intensive industries to technology-intensive high-tech industries. As to regions to be invested, Guangdong and Fujian were the main targets for investment, but now various other regions including Changjiang delta are attracting investment. The form of investment as well is developing into the industrial clustering for productivity. In addition, localization of production and sales is being actively promoted. Such changes in Taiwanese enterprise"s investment in China have contributed to export and industrial advancement of Taiwan, and further development is expected as the economic mutual complement between China and Taiwan is firmly established. Future investment of Taiwanese enterprise"s into China, however, will be developed under the influence of industrial hollowing out, which may result from the consistent investment of Taiwanese enterprise"s into China. Even though such problems as government system and ideology, which have been raised in Taiwan, do not seem to bring huge effect, the fact that the issue of the systematic device between China and Taiwan(the three aspects, direct trade, mail exchange, and direct routes for flight and ship) still remains unsettled, and that the economic association between the two countries is still indirect will bring some negative effect on the advancement in association between them.
