The legal culture of Sui and Tang Dynasty reached the highest point of the traditional Chinese legal culture. There were three main reasons. First of all, the rising of Guan-Long Group brought up a steady ruling class. The Guan-Long Group originated from Wu Chuan Garrison in the north of Dai and inflicted itself on Guanzhong. It set up a total of four dynasties: The Western Wei Dynasty, The Northern Zhou Dynasty,Sui Dynasty and Tang Dynasty. For this well-known scholar had many distinguished students, people called them “He Fen Men Xia”. Wang not only recruited more than a thousand pupils ,but also made friends with many people, some of them were distinguished personages. His outstanding pupils included Xue Shou,Wen YanBo,Du Yan and so on. His famous friends included Fang XanLing, Wei Zheng, Wang Gui, Du RuHui, Li Jing, Chen ShuDa and so on. In order to revive and develop Confucianism, Wang Tong appealed that it was not a good idea to repel Buddhism and Taoism indiscriminately, people should find a way to reconcile and digest the three religions.
