This paper is to analyse "Beutelsbacher Consensus" in Germany as a alternative for teaching-learning priciple of controversial issues in Korean schools. It analyse the process of formation and backgrounds of this consensus, its contents and acceptance process, and critics to it. In conclusion, it examines the possibility of acceptance of this principle in Korean schools. Beutelsbacher Consensus consists of three principles: 1. teachers should not indoctrinate their opinions coercively to students(prohibition of indoctrination), 2. controversial issues in politics and science should be discussed in classroom as controversial state(principle of controversy), 3. students should be able to analyse the political situations and their own interests and find ways and methods to influence on them in viewpoint of their interests (principle of analysis of students" interest and promotion of action competences). As a conclusion, this study judges that the first and second principles can be accepted in Korean schools, but the third principle need more discussion. It also suggests that we need to start nation-wide discussions to find a principle adequate to Korean school realities how to teach and learn controversial issues.
본 연구는 한국 학교교육에서 정치ㆍ사회적 쟁점이 되는 주제에 대한 교수-학습 원칙의 대안으로서 독일의 ‘보이텔스바흐 합의’를 분석하고 있다. 먼저 이 합의의 형성과정과 배경, 내용과 수용과정, 비판에 대해 분석하고 있다. 이를바탕으로 이 합의가 한국 학교교육에서 수용가능한지를 검토하고 있다. ‘보이텔스바흐 합의’는 다음의 3가지 원칙으로구성되어 있다: 1. 학생들에게 교사가 원하는 견해를 강압적으로 주입해서는 안 된다(강압(교화)의 금지), 2. 정치와학문에서 논쟁적인 것은 수업에서도 논쟁적으로 다루어져야 한다(논쟁성의 원칙), 3. 학생들은 자신의 정치적 상황과독자적인 이해관계를 분석하고, 이에 대해 자신의 이해관계에 따라 영향력을 행사할 수 있는 수단과 방법을 찾을수 있어야 한다(학생의 이해관계 인식과 행위능력 육성). 결론에서 본 연구는 보이텔스바흐 합의의 제 1, 2원칙은한국 학교에서도 수용가능하다고 평가하고, 제 3원칙은 추가 논의가 필요하다고 판단했다. 또한 사회적 쟁점이 되는 주제들을 어떤 원칙에 따라 가르칠지에 대한 범사회적인 논의을 제안하고 있다.
