There has been a variety of theories and methods in the analysis of policy narratives. However, most approaches tend to be biased toward either the positivism or post-positivism heritage. The Narrative Policy Framework(NPF) has been invented by balancing the two approaches, especially focusing on that narrative is a core part of sense-making in policy process and demonstrating the benefits of incorporating “scientific methods” (i.e., more “objective epistemology”) in narrative. The purpose of this article is to explore its theoretical and practical relevances. For this aim, this study first introduces the NPF’ theoretical foundation and components, and then check out the strength and weakness of the NPF to apply it into Korean context. Finally, the history of NPF will be suggested as an important theory developing case in order to advance the old discussions between interpretivists and empiricists in Korea.
그동안 정책내러티브의 역할을 설명하는 다양한 이론과 분석방법들이 제시되어 왔다. 그러나 내러티브에 대한 접근들은 실증주의와 후기 실증주의라는 이분화된 인식론적 접근틀 내에서 각각 분리되어 발전되어왔다. 내러티브정책분석틀(NPF: Narrative Policy Framework)은 기존의 이론들과 연구방법론을 유기적으로 연계하기 위해서, 내러티브 연구에서 존재론적 기반을 복원하고, 과학적 분석방법을 내러티브 연구에 적용한다. 본 논문의 목적은 NPF를 정책과정분석에서 적용할 경우의 의의는 무엇이며, NPF를 한국 현실에 적용할 경우 보다 적실성 있는 정책분석틀이 될 수 있는 방안들을 검토하려는 데 있다. 이를 위하여 NPF의 발전과정, 의의, 주요 구성요소 등을 검토함으로써 NPF의 이론적 적실성 및 나아가 한국에 적용할 경우의 한계와 발전적 적용을 위한 실천적 제언들을 논의하였다. 마지막으로 NPF 개발의 역사와 전략을 살펴서 한국의 정책이론 개발을 위한 함의를 제시하였다.
