The purpose of this study was to analyze effects of the urban-rural consolidation policy that was implemented in 1995. This study conducted a comparison of cities that were consolidated with those that were not. The comparison was made on the data before and after the consolidation with respect to the patterns of the government officials employed, the general administrative expenditures per capita, the number of manufacturing companies, the number of employees working for manufacturers, among other things. For the analytical purpose, a Fixed Effect model was applied to examine the differences in the effects before and after the consolidation. Also analyzed was a piecewise liner regression model to examine the effect of those elements that were thought to be relevant to the consolidation effect. The findings of this study suggest the following. First, the number of government officials and the amount of general administrative expenditures have significantly decreased among consolidated cities compared to non-integrated cities. Second, the number of manufacturing companies and the number of their employees have significantly increased among consolidated cities. Thus, this study argues that the 1995 urban-rural consolidation policy has resulted in the intended effects. That is. as the size of the cities becomes larger, it is more likely that the government operation would be more efficient and that the people would find the better employment opportunity.
본 연구의 목적은 1995년에 이루어진 도농통합의 효과를 실증분석 방법을 이용해 추론하는 것이다. 구체적으로 본 연구에서는 도농통합 이전과 이후에 ① 공무원 규모, ② 1인당 일반행정비 지출규모, ③ 제조업체 수, ④ 제조업 종사자 수에 어떤 변화가 발생하였는지를 통합시와 비통합시를 대상으로 비교･분석하였다. 본 연구에서는 패널데이터를 이용한 실증분석 방법을 활용하여 실증분석을 수행하고 이를 종합하여 통합의 효과를 판단하였다. 구체적으로 본 연구에서 사용한 실증분석 방법은 고정효과 모형을 이용한 ① 도농통합 사전사후 평균비교 모형과 ② 부분적 선형회귀 모형이다. 본 연구에서 실시한 대부분의 분석결과에서는 첫째, 통합시의 공무원 규모와 일반행정비 지출규모는 비통합시에 비해 유의미하게 감소했으며, 둘째, 통합시 지역의 제조업체 수와 제조업 종사자수는 비통합시에 비해 유의미하게 증가하였다는 결론이 도출되었다.
