안전문화평가를 위한 정량적 지표 개발에 관한 연구

A Study on Development of Quantitative Indicators for Safety Culture Assessment

This paper is to develope the requirements for a evaluation method of the safety culture, to evaluate currently available methods based on the requirements, and to suggest a method to evaluate and improve the safety culture for a potentially hazardous facilities. This paper reviews the widely-used methods to assess safety culture and their basis for nuclear facility operation and then, develops the requirements for the evaluation method of safety culture for nuclear facility operation. Based on these requirements, Safety Culture Indicators (SCI) and evaluation measures are suggested and this paper also proposes the guidelines to develop improvements to safety culture from the evaluation results.

이 논문의 목적은 원자력설비운영의 안전문화를 평가하기 위해 필요한 요건을 확립하고 이 요건을 기준으로 현재 이용 가능한 방법을 평가하여 국내 원전 운영을 위한 안전문화의 평가 및 개선을 위한 방법을 제시하는 것이다. 이 논문에서는 원전의 안전문화를 평가하기 위해 폭넓게 이용되는 방법과 이들의 기준을 검토하여 국내 원전 운영상 적용할 수 있는 안전문화평가 요건을 개발하였다. 또한 이 논문에서는 이들 요건을 기준으로 안전문화평가척도를 제시하였고 평가결과로부터 도출된 안전문화개선을 위한 지침을 제시하였다.
