It is widely known that the elderly want to spend the rest of their lives in the place where they live, rather than in a hospital or nursing facility, even if they have limited mobility. In Korea, as the aging trend is getting serious in recent years, a social consensus is being created that the local community should be changed to be age-friendly so that the elderly can spend the rest of their lives comfortably in the place where they have lived their whole life. The purpose of this study is to suggest the direction and tasks of residential welfare policy for the rural elderly from the perspective of ‘aging in place’. In order to this, related statistical analysis and field case studies were conducted to derive the housing welfare demand desired by the elderly in rural areas. And based on these findings, housing welfare policy alternatives for the elders in rural area were suggested. In this study, based on the analysis of housing conditions and policy demands, the following three directions for housing welfare policies for the elderly in rural areas are presented: ① Enhancing the safety and convenience of housing for the elderly in rural areas ② Establishing an age-friendly village and town development project model to improve the residential environment of rural villages ③ Establishing a rural housing welfare delivery model based on AIP.
노인들은 거동이 불편하여도 병원이나 요양시설이 아니라 자신이 생활하던 지역에서 여생을 보내기를 희망한다. 인구 고령화가 심각한 해외 국가를 중심으로 ‘지역에서 나이 들기(Aging In Place)’는 중요한 사회 이슈로 등장하였다. 농촌은 도시에 비해 노인의 주거 실태가 열악하여 주거복지 실현에 대한 수요가 크다. 농촌의 고령화 추세는 도시에 비해 심각하지만, 농촌 노인의 주거환경은 더욱 열악하다. 농촌 노인이 거주하는 주택은 전통 민가형 노후주택이 많아 주택 내 단차가 심하고 안전시설이 미흡하여 생활하기 불편하다. 농촌 노인이 거주하는 마을과 지역사회 또한 보행과 일상생활을 영위하는데 필요한 기본적인 안전 및 편의가 확보되어 있지 않다. 농촌 노인들은 자신이 거주하는 지역에서 여생을 보내고 싶어 하지만 불편한 주택과 주변 환경은 이를 어렵게 하고 있다. 이 연구의 목적은 ‘지역에서 나이 들기’라는 관점에서 농촌 노인의 주거 실태를 다각도로 파악하여, 농촌 노인의 주거복지 정책 과제를 제시하는 것이다. 연구 목적을 달성하기 위해, 농촌 노인 주거 실태와 관련된 관련 통계 분석과 사례조사를 실시하여 농촌 노인이 원하는 주거복지 수요를 도출하고 이를 바탕으로 정책대안을 제시하였다.
