This study presented an effective education and training operation strategy to strengthen field response capabilities after reviewing the education and training systems of Police Recruits in Korea and major advanced countries in various ways. As a result of the study, the following strategies were suggested. First, the training period should be gradually extended to at least one year, and feedback training should be conducted for at least one month after field training. Additionally, cross-operation between field training and on-campus education was proposed. Second, with regard to field response capacity building programs, training should focus on responding to the scenarios that police officers are most likely to face. And, de-escalation training and physical force use training must be integrated and operated. In addition, scenario-based simulation training that reflects actual field situations is essential, and bold investment in related training facilities and equipment is necessary. Third, theoretical education on community policing is necessary for cooperative police activities. Additionally, educational programs on know-how and cooperation techniques for utilizing community resources should be included. Lastly, in order to increase educational effectiveness, the development of teaching methods suitable for the digital educational environment and active use of external resources such as universities were proposed.
이 연구는 중앙경찰학교의 신임경찰 교육개혁 내용 및 주요 선진국의 경찰 교육훈련을 비교분석하여 다각적으로 검토한 후, 현장 대응역량 강화를 위한 신임경찰 교육훈련 운영방안을 제시하였다. 개선방안으로 첫째, 현장 대응역량 확보에 유리한 교육과정 설계와 관련하여 최소 1년 이상의 총 교육기간의 확보 및 1개월 이상의 보수교육 실시, 현장실습과 학교교육의 교차운영을 제안하였다. 둘째, 현장 대응역량 강화 프로그램과 관련하여 교육훈련은 경찰관이 직면할 가능성이 가장 높은 시나리오에 대응하는 데 집중되어야 하며 긴장 완화 프로그램과 물리력 사용 및 신체훈련 교육을 통합적으로 구성하여 운영해야 한다. 또한 실제 현장 상황을 구현한 시나리오 기반 시뮬레이션 교육이 필수적이며 이와 관련된 첨단기술을 활용하는 교육시설과 장비에 대한 과감한 투자가 필요하다. 셋째, 협력적 경찰활동을 위하여 자치경찰 관련 이론교육과 함께 지역사회 자원을 활용하는 노하우 및 협력 기법에 대한 교육프로그램이 포함되어야 한다. 마지막으로, 교육효과를 높이기 위하여 디지털 교육환경에 부합하는 교수법의 개발 및 경찰 자체교육의 한계에서 벗어나 대학 등 외부자원의 적극적 활용을 제안하였다.
