This study focuses on overcoming the limitations of existing research on the relationship between megacities and urban resilience, and proposes a new theoretical perspective on megacity discourse from the viewpoint of urban resilience. It first focuses on clarifying the limitations of theories and policies of national balanced development centered on mega-regional cooperation like megacities, as well as the limitations of theories and policies of urban development at the micro level such as urban resilience. Additionally, it presents the theoretical and empirical logic of connecting macro discourse systems like national balanced development with micro discourse systems related to urban resilience such as compact cities or transition towns, and focuses on developing a comprehensive indicator system for measuring urban resilience. Furthermore, based on the theoretical discussion of the relationship between megacities and urban resilience, this study compares and analyzes the differences in urban resilience between different regions within the megacity zones in Korea, considering national balanced development according to city size and the degree of urban resilience, and proposes differentiated megacity strategies for national balanced development and practical tasks accordingly.
본 연구는 메가시티와 도시 회복탄력성 간 관계에 관한 기존 연구가 지닌 한계를 극복하고 메가시티 담론을 도시 회복탄력성의 관점에서 바라보는 새로운 이론적 시각을 제시하기 위해 먼저 메가시티와 같은 초광역협력 중심의 국가 균형발전론이 지닌 이론과 정책의 한계와 함께 도시 회복탄력성 개념과 같은 미시적 차원에서의 도시발전론이 지닌 이론과 정책의 한계를 규명하는 데 초점을 맞춘다. 아울러 국가 균형발전론과 같은 거시적 담론 체계와 컴팩트 도시(compact city)나 전환도시(transition town) 등과 같은 도시 회복탄력성과 연결된 미시적 담론 체계 간 이론적, 경험적 차원의 연결 논리를 제시하고 도시 회복탄력성의 측정을 위한 종합적인 지표체계를 개발하는 데 초점을 둔다. 또한 본 연구는 메가시티와 도시 회복탄력성 간 관계에 대한 이론적 논의를 바탕으로 우리나라 광역지자체들을 메가시티 권역별로 구분해 권역 간 도시 회복탄력성의 차이를 비교 분석하고 도시 규모와 도시 회복탄력성의 정도에 따라 국가 균형발전을 고려한 차별적 메가시티 전략과 그에 따른 실천적 과제를 제시한다.
