지역정치와 주민자치에 대한 이론적 고찰 : 주민자치주체기구에 생활정치 역할 부여 담론을 중심으로

Theoretical Consideration of Local Polity and Resident Autonomy: Focusing on the Discourse of Giving the Residents" Community Association for the Role of Life Politics

The purpose of this study is to establish local politics and resident autonomy, which are attracting attention as policy and political terms, on the theoretical basis of local autonomy. To this end, this study first emphasized the necessity of local political party rather than national political party of hegemony and ideological politics. Second, through the academic reinterpretation of resident autonomy, which is known as one of the principles of local autonomy, the necessity of the Residents" Community Association to supplement the Residents" Association is emphasized, and as an extension of the principle of resident autonomy I tried to conceptualize it. Third, due to the impossibility of establishing a realistic local political party, the necessity of giving the Residents" Community Association a role in life politics was emphasized.

본 연구는 정책과 정치용어로서 주목받는 지역정치와 주민자치를 지방자치의 이론적 토대 위에 세우는 것을 목적으로 한다. 이를 위해 본 연구는 첫째, 패권정치와 이념정치의 중앙정당보다 지역정당의 필요성을 강조했다. 둘째, 지방자치 원리의 하나로 알려진 주민자치의 학술적 재해석을 통해, 주민자치회(the Residents’ Association)를 보완하는 주민자치단체(the Residents’ Community Association)의 필요성을 강조하고, 그 연장선상에서 주민자치의 개념화를 시도하였다. 셋째, 현실적인 지역정당의 설립 불가로 인해, 주민자치단체에게 생활정치 역할 부여의 필요성을 강조했다.
