The emergence of new regionalism : A study of regional change in Northwest Africa

The main regional organisations in Northwest Africa are the Arab Maghreb Union(AMU) and the Economic Community of West African States (ECOWAS). Of the two, the AMU is now a largely defunct organisation. The main reason for this is the deterioration of relations between Morocco and Algeria. However, in recent years, a new co-operation between the Maghreb countries has emerged, centred on Algeria. In the case of ECOWAS, Mali, Burkina Faso, and Niger in the Sahel region have created L"Alliance des États du Sahel and left the most powerful regional organisation, ECOWAS. While the decline of French influence in the region and the intervention of external powers are the main reasons for this, the interests of regional actors also seem to be important. This research examines the recent development of new regionalism in Northwest Africa and its implications for regional change. In North Africa, the paper first examines the revival of the AMU and the emergence of a new regionalism centred on Algeria. In the Sahel, the paper looks at how new regionalisms are emerging through the movements of Burkina Faso, Mali, and Niger to create the Alliance of Sahel States, and how this is playing out in the wake of France"s departure and a new way of federation centred on Morocco and Algeria. This research is an in-depth study of recent developments in the Maghreb and Sahel regions, which are fragmenting as existing regional organisations fail to facilitate the resolution of regional issues.

북서아프리카의 주요 지역 기구에는 아랍-마그레브연합(AMU)과 서아프리카경제공동체(ECOWAS)가 있다. 이 두 개의 공동체 중 AMU은 현재 거의 유명무실한 기구가 되었다. 가장 큰 이유는 모로코와 알제리의 관계 악화에 따른 것이다. 그런데 최근 들어 알제리 중심으로 마그레브 국가 간의 새로운 협력체가 움직이고 있다. ECOWAS의 경우 사헬지역의 말리, 부르키나파소, 니제르가 사헬국가연합(L"Alliance des États du Sahel)을 창설하였고, 가장 강력한 지역 기구인 ECOWAS를 탈퇴하였다. 여기에는 지역에서 프랑스의 영향력 퇴조와 외부 세력의 개입 등이 주요인으로 자리하지만, 지역 행위자들 간의 이해관계 또한 중요해 보인다. 본 논문은 최근 전개되고 있는 북서아프리카의 새로운 지역주의 현상을 고찰하고, 지역 변화에 어떤 영향을 미치는지를 살펴보고 있다. 먼저 북아프리카의 경우 AMU의 부활 대신 알제리를 중심으로 새롭게 찾고 있는 지역주의가 어떻게 전개되고 있는지를 살펴보고 있다. 사헬지역의 경우 사헬국가연합을 창설한 부르키나파소, 말리, 니제르의 움직임을 통해 새로운 지역주의가 어떻게 되어가는지, 이를 통해 프랑스의 퇴조와 모로코와 알제리를 중심으로 사헬국가연합 국가들과의 관계 맺기 방식이 어떻게 전개되는지를 살펴보고 있다. 본 논문은 기존의 지역 기구가 지역 문제 해결을 원활하게 해주지 못함에 따라 분열해가는 마그레브 지역과 사헬지역의 최근 상황을 연구하고 있다.
