Drowning remains a leading cause of accidental death among children under the age of five, with incidents often occurring suddenly and silently, making immediate rescue difficult. Despite the implementation of safety campaigns and life-saving equipment, these measures are often insufficient to prevent drowning accidents due to limitations in response time and the lack of real-time monitoring and rescue capabilities. This paper presents a novel multi-layered safety system specifically designed to address child drowning accidents. The system includes a wristband-shaped rescue device for children, an alert pad for safety personnel, and an alert server for the control center. The child rescue device continuously monitors the child's location, movement, and water depth, automatically triggering a CO<sub>2</sub>-powered rescue balloon to float the child to the surface in dangerous situations. Additionally, the device features a manual rescue trigger that children can activate when they feel endangered. The Zigbee communication module ensures reliable signal transmission even underwater, immediately notifying safety personnel and the control center. This comprehensive system overcomes the limitations of existing ultrasonic sensor-based and wearable devices by ensuring rescue within the golden time (1-4 minutes). By integrating automatic rescue functions with real-time monitoring, this multi-layered system provides a practical and scalable solution for enhancing child water safety in diverse aquatic environments.
