This study empirically analyzed the organizational effectiveness of local assembly focusing on organizational resources. The results of a panel data analysis conducted over 10 years, from 2014 to 2023 on our local assembly are as follows. First, an increase in salary of members of assembly was found to enhance their overall organizational effectiveness. Second, cooperative relation between national assembly or local administraion excutive branches and local assembly was identified as crucial for achieving organizational goals and evaluations. Third, among human resources, a higher proportion of female council members or a lower level of legislative experience positively impacted organizational effectiveness. Based on above, our study provides a multifaceted understanding of local assembly performance through the organizational effectiveness theory. Additionally, it highlights the types of organizational resources necessary for local assembly to achieve their goals and role performance in the future.
본 연구는 우리나라 지방의회의 조직효과성을 실증적으로 분석하였으며, 자원기반이론에 기반한 조직자원을 중심으로 조직효과성의 영향요인을 살펴보았다. 2014년부터 2023년까지 10년간 우리나라 광역의회를 대상으로 패널데이터 분석을 시행한 결과는 다음과 같다. 첫째, 지방의회의 재정적 자원 중 의정비의 증가는 지방의회의 전반적인 조직효과성을 증대시키는 것으로 나타났다. 둘째, 조직의 목표달성 및 평가에는 국회 및 지방자치단체 내 집행부와의 협력관계가 중요한 것으로 나타났다. 셋째, 인적자원 중 여성의원 비중이 높거나 선수(選數)가 낮을수록 조직효과성에 긍정적 영향을 나타내고 있었다. 분석결과를 기반으로 우리나라 지방의회의 조직효과성을 다각적 측면에서 이해하였으며, 향후 지방의회가 추구하는 목표 및 역할 수행에 있어 필요한 조직자원의 유형을 제시해 볼 수 있었다는 점에 연구의 의의가 있다.
