Utilizing Public Buildings as Post-disaster Temporary housing: A case study of Gangneung City and Nam District Busan Metropolitan City

In the post-disaster phase, the public sector plays a key role in providing temporary housing and thereby restoring daily life in residential areas that have been heavily affected by disasters. However, in Korea where small- and medium-size disasters occur, the procedure and method for assessing suitable public buildings as temporary housing facilities lack specificity, impeding efficient facility management and local government post-disaster response. Hence, this study focuses on the process of identifying suitable public buildings as temporary housing in two study areas, Gangneung City and Nam District in Busan Metropolitan City, and demonstrates its application by drawing up a disaster scenario - flooding of the urban center within the 100-year flood zone. The facility selection and categorization framework used in this study could be applied in regions where similar size and frequency of disasters occur, which could be further modified to reflect regional needs.
