상품의 적합성평가제도에 있어 평가기준의 국가표준 일치화 정책방안 연구

A Study on the policy direction for using a national standards in a product conformity assessment

점차 가속화 되는 글로벌 무역환경의 변화로 인해 제품의 자유로운 국경 간 이동이 활발하게 진행 되고 있으며, 소비자의 권익 향상으로 유통제품에 대한 상품의 품질, 안전, 그리고 서비스 등에 대한 소비자의 기대 수준 또한 높아지고 있다. 따라서 제조 유통업계는 상품에 대한 이러한 시장의 요구를 인증이라는 검증의 도구를 통해 입증하고 있으며, 정부는 이러한 인증 제도를 효율적으로 운영하기 위한 각종 인증 정책을 운영하고 있다. 본 연구는 인증이라는 용어로 통용되는 적합성평가제도에 있 어 평가기준으로 활용되는 국가표준 및 기술규정의 일치화 방안을 모색하고 인증제도간 효율적인 상 호인정을 촉진하는 제도적 개선방안을 도출하고자 한다. 이를 위해 본 연구는 첫째, 대한민국의 적합 성평가제도에 있어 표준 및 기술규정의 문제점에 대해 살펴보고 해외 사례 검토를 통한 활용현황을 분석한다. 둘째, 적합성평가에 대한 국가 간 또는 인증제도 간 상호인정에 대한 역학적 구조를 검토 한다. 셋째, 적합성평가제도 운영에 있어 이러한 표준의 활용 방향에 대해 살펴본다.

As the global trade environment changes rapidly, the movement of products or services across the border is brisk. Along with this, the enhanced rights of consumer drives the requirements of quality, safety, and related services of distributed products is rising. The manufacturers and distributers prove that their products/services satisfy the market requirements by using verification tool such as certification system. In addition, the government operates certification policies to run the certification system efficiently. This study aims to deepen insight of the conformity assessment policy that is used as certification terminology in Korea and to find the agreement method of national standard and technical regulations which are used as evaluation criteria in the conformity assessment system. In addition, this study suggests the institutional improvement proposal that facilitates the mutual recognition between certification systems efficiently. For this, the current study firstly examines the problems of standard and technical regulations in Korea s conformity assessment system and reviews the foreign cases. Second, this article examines the dynamic structure of mutual recognition for the conformity assessment between countries. Finally, the utilization direction of the standard in the operation of conformity assessment suggested in this paper.
