2016/17년 한미 대통령선거에 나타난 보수주의 경향에 관하여

On the Conservative Tendency Shown in the Korean and American Presidential Election in 2016/17

이 논문의 목적은 2016년 미국 대선과 2017년 한국 대선에 나타난 보수주의자들의 경향을 고찰함 으로써 정치철학으로서 보수주의에 대한 새로운 개념의 정립이 필요함을 논하는 것이다. 이러한 목적 을 위해 필자는 두 곳의 대선과정에 나타난 보수주의의 위기를 소개한 다음 보수당 후보들이 부적절 하게 보이는 언행을 했음에도 그들을 열렬하게 지지한 유권자들의 심리를 선행 자료를 통해 규명한 다. 그 다음 프랑스 대 혁명기로 거슬러가서 보수주의의 역사적 맥락과 이론들을 살펴본 후 미국과 한국의 보수주의 정치사상의 특징들을 밝힌다. 그 결과 보수주의는 구체적인 이론적 체계가 없으면서 도 전통적 가치를 잃지 않으려는 자연스런 사회적 욕망임이 밝혀진다. 또한 두 선거에 나타난 보수주 의 현상이 두 나라가 자유민주주의 이념을 수호함으로써 공동의 적인 북한에 대항하여 연합해야 함 을 말해준다. 하지만 보수주의의 진정한 가치는 사회의 안정과 통합을 추구하는 것에 있는 것이지 사 회적 분열을 조장하는 것에 있지 않다는 것이 강조된다.

This paper aims to discuss the necessity of establishing a new concept of conservatism as a political philosophy by observing the tendency of conservatives shown in the presidential election of America in 2016 and that of Korea in 2017. For this purpose, I introduce the crisis of the conservatism shown in the process of the two presidential elections and illuminate the psychological aspects of the voters that supported the candidates of the conservative parties enthusiastically despite their seemingly inappropriate speech and behavior through other materials. And then, I define the characteristics of American and Korean conservative political ideas after observing the historical context and theories of the conservatism by checking back the past up to the French Revolution. Through the analysis, the conservatism turns out to be a natural social desire not to lose the traditional value without any particular theoretical system. Also, the conservative phenomena of the two elections suggest that the two countries should combine against North Korea as their common enemy by protecting the ideology of liberal democracy. However, it is emphasized that the real value of the conservatism is in pursuing the stability and integration of the society, not in causing social division
