시각장애인 안마업 활성화 방안 모색을 위한 델파이 조사

Identifying ways to promote massage therapy as a means of employment for people with visual impairment

이 연구의 목적은 시각장애인 안마업 활성화와 이를 통한 시각장애인 안마사들의 고용 확대를 위해 도 입 또는 추진이 필요한 대안을 제시하는 데에 있다. 이 같은 목적을 달성하기 위해 30명의 시각장애인 고용 분야 전문가들을 대상으로 델파이 조사기법을 활용하여 3가지 영역 25가지 세부 항목에 걸쳐 이들 각각에 대한 도입 필요성과 추진상의 우선순위를 조사하였다. 연구 결과, 안마사 양성 교육 강화와 자격 제도 정비 영역에서는 ʻ안마의 치료적 효능 검증을 위한 연구 환경 조성과 임상 연구 강화ʼ, ʻ헬스키퍼 직 무표준화와 취업준비 교육 실시ʼ 등을 조속히 시행 또는 추진해야 할 과제인 것으로 파악되었다. 안마사 일자리 확대와 취업 지원 강화 영역에서는 ʻ보건소, 국공립대학병원 등의 공공 의료기관에 대한 시각장애 인 안마사 취업 기회 제공과 고용 확대를 위한 근거 마련ʼ, ʻ안마사에 관한 규칙 개정을 통한 시각장애인 안마사 채용 기관과 사업주 자격 요건 완화ʼ 등의 방안을 조속히 추진할 필요가 있는 것으로 조사되었다. 끝으로, 안마 창업 육성 영역에서는 ʻ공항, 역사, 대형터미널 등 다중 이용시설에 대한 안마원 설치 지원 제도ʼ, ʻ안마수가 표준화와 건강보험 적용ʼ 등의 방안이 조속히 시행되어야 할 것으로 조사되었다.

This study aims to identify ways to promote employment opportunities for massage therapists who ar blind or visually impaired. To this end, a delphi study technique was conducted to 30 participants who have an experty at the employment matter in vision rehabilitation. An instrument used in the delphi study has three domains, comprising 25 items. Findings suggested that, in the pre-service training domain, strengthening research capacity to empirically verify therapeutic effect of massage therapy, along with developing standardized therapeutic procedures for healthkeepers were identified as highly needed policies. In the employment support for blind massage therapists domain, implementing a measure that public health centers or general hospitals can employ blind massage therapists and modifying a regulation to ease non-profit organizations to establish massage centers were recommended. In the assistance in self-employment domain, mplementing a measure that national health insurance covers massage therapy and allowing blind massage therapists to open a massage shop at public facilities such as a large airport were recommended.
