일본에서의 아동학대 대응체제와 현황

Child Abuse and Current Conditions of Child Abuse in Japan

아동학대는 평생 트라우마로 남을 수 있고, 특히 아동기 학대 경험은 인격형성에도 영향을 미치기 때문에 심각한 문제이다. 본 연구는 일본 아동학대의 대응체제와 현황을 살펴보므로 한국의 아동학대 예방과 대응책에 시사점을 주고자 함을 연구목적으로 한다. 연구방법은 문헌연구 및 법률, 정부 통계 등을 활용하여 분석하였다. 일본에서는 1990년대부터 아동학대에 대한 사회적 관심이 높았다. 2000년에 ‘아동학대방지법’의 제정으로 그에 대한 예방과 대응에 본격적으로 임했다. 2017년 6월에는 아동학대 예방과 대응을 강화하기 위해 가정재판소가 지방자치단체에 보호자 지도를 권고할 수 있게 하는 등 법적 관여를 강화하는 내용의 법 개정이 이루어졌다. 아동학대에 대응하는 주된 기관으로는 아동상담소가 지방자치단체인 시정촌의 ‘요보호아동대책지역협의회’와 연계하여 학대 아동에 대해 체계적으로 대응하고 있음을 알 수 있었다. 문부과학성에서도 학교 교직원, 교육위원회, 학생, 지역사회를 대상으로 아동학대의 조기예방과 발견, 대응을 위해 노력하고 있음을 알 수 있었다. 최근의 아동학대 현황을 살펴보면 계속 증가추세에 있으며, 유형별로는 심리적 학대, 학대자는 친엄마, 학대 받는 연령은 취학 전 영유아가 가장 많았다. 일본과 마찬가지로 우리나라도 아동학대는 계속 증가하고 있으며, 친부모에 의한 아동학대가 가장 많다. 부모가 자녀를 하나의 인격체로 생각하는 자녀관을 갖도록 하는 인식전환 교육과 더불어 지역과 기관이 연계하여 아동학대를 예방하고 대응해야 할 것이다

Along with the education of children who view children as one of the children s attitudes toward children as a personality trait, it will be necessary to prevent child abuse from being abused and to deal with child abuse.
