문화격차 해소를 위한 학교 음악교육 정책의 방향

A Study on Direction of School Music Education Policy to Solve the Cultural Gap

본 연구의 목적은 문화격차 해소를 위해 학교 음악교육 정책이 어떠한 방향에서 수립?실행되어야 하는가에 대해 제안하는 것이다. 이를 위해 우리나라 문화격차 해소 정책과 학교 음악교육 정책의 현황을 분석하여 시사점을 도출하였다. 그리고 이러한 시사점을 토대로 다음과 같은 방향을 제시하였다. 첫째, 문화격차 해소를 위한 학교 음악교육의 위상을 분명하게 정립하고 이에 터한 정책이 수립되어야 한다. 둘째, 문화격차 해소를 위해서는 정규 교육과정으로서의 음악교과에 대한 지원이 우선되어야 한다. 셋째, 정부 차원의 문화정책과 학교 음악교육 정책의 일관성과 연계성이 확보되어야 한다. 넷째, 학교 음악교육 정책의 기획과 집행의 주체는 교육부가 되어야 한다. 다섯째, 기존의 학교 음악교육 정책의 결과와 대안에 기반한 정책이 수립되어야 한다.

The purpose of this study is to propose establishment and implementation for policy direction on school music education to help to solve the cultural gap. For this, the study analyzed the current policies on the resolution of the cultural gap and school music education in Korea and can be drawn some implications. Based on the findings, the study propose the following directions: first, it is required to establish the status of school music education clearly and to devise policies in order to solve the cultural gap. Second, supports for the music subject as part of the regular curriculum should be regarded as important. Third, we should make sure of the consistency and connectivity between the government-level cultural policies and the school music education policies. Fourth, the Ministry of Education should play the leading role in planning and implementing policies on school music education. Finally, new policies should be based on the results of and alternatives to the past or existing policies on school music education.
