Mucciaroni 모형을 활용한 외국어고의 위상 변동 연구

A Study on the Interest Group Standing Changes of Foreign Language High School Using Mucciaroni Model

우리나라에서 외국어고 정책은 국민적 관심사로 다루어져 왔고, 여러 차례 정책 변동이 이루어져 왔다. 본 연구에서는 Mucciaroni의 이익집단위상변동모형을 활용하여 2007년부터 2017년까지 외국어고 제도는 어떠한 이슈 맥락과 제도적 맥락을 나타내고, 이 과정에서 정책 변동과 이익집단위상변동이 어떻게 이루어졌는지를 분석하였다. 외국어고 정책 분석에는 관련 선행연구 및 언론보도, 정부의 보도자료, 국책연구소의 연구보고서, 국회의원의 법률 개정안, 법령 자료, 법원 판례 등을 활용하였고, 분석 결과를 종합하여 정책적 시사점을 도출하였다. 분석 결과는 다음과 같다. 첫째, Mucciaroni의 모형과 같이 이슈 맥락과 제도적 맥락의 유·불리성에 따라 외국어고 이익집단의 위상이 상승하거나 쇠락하였고, 이 과정에서 정책적 변동이 이루어지는 양상을 보였다. 둘째, 이슈 맥락보다는 제도적 맥락이 외국어고의 위상 변동에 중요한 영향을 미쳤다. 셋째, 정책 변동 과정에서 이슈 맥락 및 제도적 맥락과 이익집단의 위상은 서로 영향을 미치며 상호작용하였다.

Problems related to the foreign language high school have been discussed as important educational issues in Korea, and various policy changes have been attempted as the subject of serious policy debate. In this study, we use Mucciaroni’s ‘the interest group standing changes model’ as an analytical framework. In the policy process of foreign language high school (2007 ~ 2017), it was analyzed what the status of the issue context and institutional context were. It was also analyzed how the interest group standing and the policy had been changed. For the analysis, many studies, media reports, government press releases, national research reports, Parliamentary legislative initiatives, legal documents, and court precedents were used. The results of the study are as follows. First, according to Mucciaroni s model, the status of foreign language high school has risen or declined due to the issue context and institutional context, and policy changes have taken place in this process. Second, institutional context rather than issue context has a significant impact on foreign language high school’s standing changes. Third, in the process of policy change, issue context, institutional context and interest group standing changes interacted with each other.
