지방분권 강화에 따른 특수교육 행정지원체계 개선 방향

Improvement Direction of Special Education Administrative Support System in the Trends of Decentralization

최근 새로운 정부 출범과 함께 초·중등교육분야에서 시·도 교육청에 대한 중앙정부의 대폭적인 권한이양이 추진되고 있는바, 특수교육분야에 있어서만큼은 교육대상의 특성과 고비용 등의 특수성을 고려할 때 신중한 접근이 필요하다는 인식하에 본 연구는 특수교육에 관한 행정지원체계의 바람직한 개선방향을 모색하는데 있다. 이를 위해 첫째, 우리나라 특수교육 행정지원체계의 현황 및 문제점은 무엇인가? 둘째, 지방분권 강화에 따른 특수교육 행정지원체계의 바람직한 개선방향은 무엇인가? 등 두 가지 연구문제를 설정하고 조직 및 인력, 기능 및 역할, 재정 등 3가지 측면에 대하여 문헌 조사 및 분석을 실시하였다. 연구결과 중앙차원에서는 기능 및 역할, 재정 측면에서, 지방차원에서는 조직 및 인력, 측면에서 특히 개선 및 보완이 필요한 것으로 나타났다. 본 연구의 결과는 향후 특수교육분야에서 중앙정부와 시·도 교육청의 역할 분담 등 행정적 지원체계의개선 방향에 대한 시사점을 제공 할 수 있을 것이다.

New central government is directing towards turning considerable powers in the fields of elementary and secondary education over local educational authorities. For special education, under this trend of decentralization, cautious approach is required because of the characteristics of students and high costs. The purpose of this study was to explore desirable directions of reorganizing special education administrative support system in Korea. Two research questions are as follows. First, what is the current status of the special education administrative support system in the central and provincial level? Secondly, what is the desirable directions for the improvement of special educational administrative system? Through literature reviews and analyses, research findings were presented in terms of three aspects of organization and manpower, function and role and finances. These results are expected to provide implications for decentralization of educational system.
