대학박물관과 지자체 교류: 국립순천대박물관 사례를 중심으로

Interchange between University Museum and the Local Bodies : A Case Study on Sunchon National University Museum

본 연구는 2012년 이후 국립순천대박물관이 적극적으로 대외교류하게 된 배경, 대표적인 지자체교류 사례, 대학박물관의 지자체 교류방안 등을 교육·전시와 관련된 교류 사례를 중심으로 살펴보았다. 국립순천대박물관은 사업예산 감축, 비정규 계약직 인건비 고갈, 대학내부 구조조정 압박 등으로 어려운 상태에 놓여 있었고, 이를 극복하기 위한 일환으로 2012년 이후 지자체들과 적극적으로 교류를 시작하였다. 외부기관과의 교류 형태는 사업과 교류 대상기관의 특성에 따라 다양한 방식으로 진행되었다. 지역의 행정기관, 교육기관, 문화기관, 언론기관 등과 다양한 방식으로 교류를 진행하였고 초기에 여러 실패들이 있었지만 전체적으로 성공적으로 진행되었다. 그 결과 교육과 전시 부분 사업을 운영할 사업비를 전남도교육청, 순천교육 지원청, 장성교육지원청, 순천시청, 사회적 기업 에듀펀플러스 같은 교외기관들로부터 확보할 수 있었다. 그 외 지역의 문화기관과 언론기관들과의 교류도 박물관의 교육과 전시활동을 활발하게 하는 데 큰 도움이 되었다. 대학박물관이 지역지자체와 원활하게 교류하기 위해서는 지역 자치단체의 조직논리를 구체적으로 파악할 필요가 있다. 교류대상이 될 지자체의 예산 편성시기, 예산 항목, 예산 집행방식 등에 맞추어 제안서를 작성해야 하고, 사업예산을 결정할 권한을 지닌 사람과 접촉할 필요가 있다. 지자체를 비롯한 지역기관들과 협조관계를 맺는 데 대학이 지니고 있는 인적 네트워크를 잘 활용해 나갈 필요가 있다.

This article probes into the backgrounds, results, representative cases, interchange methods of Sunchon National University Museum(SNUM) since 2012. To overcome decrease of main budget and a restructuring for museum staff and irregular curators, Sunchon National University Museum has interchanged with many local bodies in Sunchon City and Jeollanamdo Provinces. Interchange ways are depending on the circumstance of the local bodies. SNUM has contacted with administrative organs, education offices, cultural organizations, media organizations. There are many trials and errors, but SCMU in its infant stage learned to how to quickly forget failure and recover after making mistakes. As a result, SCMU could draw a lot of financial support for education and special exhibition from the local bodies such as Jeollanamdo Office of Education, Sunchon Office of Education and Sunchon City etc. University Museum needs to learn and adjust to the system and logics of the local bodies to make the interchange successful. Program proposal for funding from administrative organs and education office should consider budget planning period and program budget guidance.
