대학박물관의 국가 및 시 · 도지정문화재 현황과 활용방안

A Study on Current Status and Utilization of National and Municipal Cultural Properties in University Museum

본 연구는 대학박물관에 소장된 국가 및 시·도지정문화재에 대한 현황 및 실태 조사를 바탕으로 지정문화재에 대한 효율적인 관리와 활용방안을 모색하였다. 대학박물관은 발굴조사기관이며 출토유물의 위탁 관리기관으로서 중요한 역할을 하였고 학술연구 및 소장품의 전시를 통한 교육활동을 지속적으로 전개하여 왔다. 그러나 대학박물관은 대학 내부의 구조조정으로 재정지원이 감소되고 대외 발굴전문기관의 대형화로 경쟁력이 약화되면서 대내외적 환경의 변화를 극복하고 새로운 역할과 기능을 모색하여야 한다. 대학박물관은 전국에 110관이 설립되었으며 등록된 기관은 84관이다. 대학박물관의 자료는 157만여 건이며 발굴 및 조사의 출토유물은 56관에 17만 3천여 건을 보관하고 있다. 국가지정문화재는 국보와 보물이 30관에 82건 114점이고 시·도지정문화재는 21관 68건 5,405점에 이르고 있다. 대학박물관 소장의 국가 및 시·도지정문화재에 대한 지원 및 활용방안으로 첫째, 대학의 도서관, 연구소 등 각종 기관에 산재하는 지정문화재에 대한 통합적 관리로 일원화하여 효율적이고 체계적인 공동시스템을 구축하여야 한다. 둘째, 지정문화재의 보존을 위하여 열악한 보관시설에 대한 효과적인 개선비용을 지원하여야 한다. 셋째, 지정문화재의 학술적 가치를 향상시키기 위하여 학술연구 및 출판물에 대한 지원을 강화하여야 한다. 넷째, 지정문화재에 대한 도자기, 불교, 복식, 고지도, 고문서 등의 주제별 연합전시회 및 체험학습활동 등의 공동 활용방안을 모색하여야 한다. 다섯째, 대학박물관에서 소장하는 천연기념물에 대한 체계적 관리방안이 더욱 필요하다. 이러한 지원과 활용 방안은 특성화된 대학박물관의 대내외적 위상을 확립하고 학술적 연구로 인한 문화유산의 가치를 더욱 증대할 수 있을 것이다.

This study attempted to find an efficient management and utilization plan for designated cultural properties based on a survey the current status of national and municipal cultural heritage in university museums. In Korea, there are a total of 110 university museums across the country. Among them, 84 museums are registered ones. About 173,000 excavated artifacts are kept in 56 university museums. In terms of national cultural properties, 82 national treasures and 114 treasures are kept safe in 30 museums. In addition, 68 municipal cultural assets are stored in 21 university museums. A university museum has played an important role as a major excavation survey institute. It has also fulfilled its duties and academic role as the major management institute of the excavated artifacts and participated in educational activities through the exhibition of valuable items. Due to a lack of financial aid from the government or local authorities, however, university museums have recently encountered a big crisis. Furthermore, its international competitiveness has gradually weakened because of poor restructuring, lack of university assessment categories and emergence of large excavation agencies. Therefore, it is time for university museums to overcome changes in domestic and overseas environment and search for a new role and duties. In terms of the support and use of national and municipal cultural properties in university museums, the followings are suggested. First, for the integrated and efficient management of designated cultural properties which have been kept by various organizations such as university library and R&D institute, a unified and systematic system should be developed. Second, there should be an effective financial support on poor facilities for the proper conservation of the valuable cultural heritage. Third, to improve the academic value of the designated cultural assets, a support on academic papers and publications should be further strengthened. Fourth, there should be a search for a joint promotion plan such as united exhibition and learning activities by theme (ex: ceramics, Buddhism, costume, ancient map, ancient documents, etc.). Fifth, a more systematic management plan for natural monuments should be developed. These support and use plans would be basic data for developing and enhancing the specialized university museum’s reputation and improving academic values.
