발달장애인지원센터 종사자들의 ‘장애’에 대한 주관적 인식

The Subjective perception of social workers on disability -focused on the people with developmental disability support center

본 연구의 목적은 ｢발달장애인 권리보장 및 지원에 관한 법률｣에 의거 설치된 발달장애인지원센터 종사자들이 ‘장애’를 어떻게 인식하고 있는지를 파악하는 것이다. 나아가 변화하는 패러다임에 부합하는 발달장애인지원센터의 바람직한 역할을 제시하는데 그 목적이 있다. 이러한 연구목적을 달성하기 위해 다중패러다임 관점에서 장애를 설명하는 진술문 34개를 가지고, 23명의 발달장애인지원센터 종사자들에게 Q 분류를 하게 하였다. Q 방법론을 통한 요인분석을 한 결과 세 가지 유형이 도출되었다. 유형 1은 ‘사회적 차별 – 제도를 통한 환경개선형’으로 장애는 사회적 차별 때문에 발생하며 해결책도 개인에 대한 개입보다는 불평등을 초래하는 사회구조와 환경을 변화시켜야 하는 것으로 인식하는 유형이다. 유형 2는, ‘사회적 배제 – 개별적 지원형’으로 장애는 사회에서 개인이 경험하는 소외와 배제 때문에 발생하며 해결책은 장애인의 사회적 역할을 변화시키고 장애인의 결핍을 충족시키기 위하여 사회의 적극적인 지원이 필요하다는 유형이다. 유형 3은 ‘사회적 낙인 – 장애인식 개선형’으로 장애는 사회에서 문화적 차이로 장애를 수용하지 못하고 낙인을 하기 때문에 발생하며 해결책은 언론 등의 인식개선이 중요하다는 유형이다. 연구결과를 토대로, 각 유형의 공통점과 차이점을 논의하였으며, 또한 발달장애인지원센터의 바람직한 역할에 대하여 제시하였다.

This study was undertaken to analyze the perception types and characteristics of social workers in developmental disabilities support center established in conformity with ｢the act on rights and support for persons with developmental disabilities｣ on ‘disability’. The purpose of this study was to suggest the desirable role of the Developmental Disabilities Support Center in accordance with the changing paradigm. With 34 statements related to the ‘disability’, Q sorting was conducting to 23 social workers. According to Q methodology, there were three types of social workers’ subjective perception. Type 1 is a type of social discrimination-environment improvement through institutionalism , in which disability is caused by social discrimination, and the solution is a type that perceives that social structure and environment that cause inequality rather than individual intervention should be changed. Type 2 is social exclusion-individual support type , disability is caused by alienation and exclusion experienced by individuals in society. The solution is to change the social role of disabled people and to need social support in order to meet the deficiency of disabled people. Type 3 is social stigma-improvement of disability recognition type . Disability is caused by stigmatization of disability due to cultural differences in society. Based on the results of the study, we discussed common features and differences of each type and the desirable role of the development center for the disabled is suggested.
