시각장애인복지관 서비스 효과성의 영향요인 고찰

An Analysis of the Factors Influencing the Effectiveness of Services of Welfare Centers for Individuals with Visual Impairments : On the Recognition of Staffs and Users

연구는 시각장애인복지관 서비스 효과성의 영향요인을 분석하기 위하여 시각장애인복지관 조직요인의 접근성과 지역사회참여, 인력요인의 전문성과 책임성, 재정요인의 적정성과 충분성, 서비스요인의 통합성, 지속성, 평등성, 적절성을 독립변수로 설정하였다. 또한 종속변수인 서비스 효과성을 서비스 성과달성과 서비스 만족도로 설정하였다. 직원 216명과 이용자 210명을 대상으로 설문조사를 하였으며, 다중회귀분석을 활용하여 분석하였다. 첫째, 시각장애인복지관 서비스 성과달성에 영향요인을 분석한 결과, 책임성이 가장 큰 정(+)의 영향을 미치는 것으로 분석되었으며, 지속성, 평등성, 적정성, 접근성 순으로 정(+)의 영향을 미치는 것으로 분석되었다. 반면, 충분성은 부(-)의 영향을 미치는 것으로 나타났다. 둘째, 시각장애인복지관 서비스 만족도의 영향요인을 분석한 결과, 책임성이 가장 큰 정(+)의 영향을 미치는 것으로 분석되었으며, 지속성, 평등성 순으로 정(+)의 영향을 미치는 것으로 나타났다.

In this study, the accessibility to and participation in the local community by the Welfare Centers for Individuals with Visual Impairments (“welfare centers”); the professionalism and responsibilities of the service providers; the appropriateness and sufficiency of finances; and the integration, persistence, equality and adequacy of services were used as independent variables to find out what affects the effect of services provided by the welfare centers. The achievement of welfare service goals and the level of satisfaction to the welfare service were set as the effectiveness of welfare services (the dependent variable). Surveys were conducted subject to 216 Staffs and 210 users, and the result thereof was analyzed using the multiple regression analysis. First, the responsibility of service providers had the strongest positive effect to the achievement of welfare service goals of the welfare centers, followed by persistence, equality, adequacy and accessibility (in order). Meanwhile, the sufficiency of finances had a negative effect. Second, the responsibility of services providers had the strongest positive effect to the level of satisfaction to the welfare service provided by the welfare centers, followed by persistence and equality.
