공무원연금법 개혁과정에서 교원단체를 중심으로 하는 옹호연합의 형성과 작동 분석

Formation and Operation of the Advocacy Coalition Centered on the Teachers Union in the Process of Reforming the Public Officials Pension Act

이 연구의 목적은 재정안정화 측면에서 추진된 제4차 공무원연금법 개혁과정에서 교 원단체 중심의 옹호연합이 어떻게 형성되고 작동하면서 정책 형성에 영향을 미쳤는지 를 밝히는 데 있다. 이를 위해 Sabatier의 옹호연합모형(ACF)을 토대로 공무원연금법 개혁과정을 분석하였다. 공무원연금 개혁 문제는 저출산 고령화에 따른 연금 수급자의 급속한 증가로 공무원 연금 고갈문제가 이슈화 되면서 정부의 정책의제로 설정되었다. 공무원연금 개혁이 정 책의제로 설정된 이후, 국회 본회의에서 ‘공무원연금개혁을 위한 국민대타협기구 구 성 및 운영에 관한 규칙’이 의결(2014.12.29.)됨으로써 동 기구를 토대로 본격적인 논 의가 시작되었다. 공무원연금개혁의 본격적인 추진과정에서 교총을 중심으로 하는 옹 호연합의 작동을 통해 급격한 구조개혁이 아닌 모수개혁이 가능하였다. 이상의 공무원연금법 개정과정 분석을 통하여 향후 참고할 수 있는 절차적 보완 방 향에 대해 제언하면 다음과 같다. 첫째, 공무원연금개혁의 필요성과 방식에 대한 사회 적 합의 형성을 위한 노력이 필요하다. 둘째, 공무원연금 개혁에 대한 평가는 관점에 따라 달라질 수 있다는 점을 분명히 해야 한다. 셋째, 공무원연금 개혁과정에는 외부자 뿐만 아니라 내부자로서의 당사자들도 반드시 참여해야 한다.

The purpose of this study is to show how the advocacy coalition centered on Teachers Union formed and worked in the process of the fourth round of the Public Officials Pension Act reform pushed forward to stabilize the economy. For this purpose, the process of reforming the Public Officials Pension Act was analyzed based on the Sabatier’s Advocacy Coalition Framework(ACF). The issue of reforming the public officials` pension was set as the government`s policy agenda as the rapidly growing number of pension recipients resulted in the low birthrate and aging population created a problem of the depletion of the public officials pension. Since the reform of the public officials pension was set as a policy agenda, earnest discussion has begun after the National Assembly s plenary session adopting “The Regulation on the Organization and Management of the A Grand Compromise Organization for the Reform of the Public Officials Pension.”Through the operation of the advocacy coalition centered on the Teachers Union during the reforming process, conservative reforms, rather than drastic structural reforms, were allowed. Suggestions for making further reference to the procedural supplementary direction through analyzing the process for revising the Public Officials Pension Act is as follows. Firstly, more efforts are needed to form a social consensus on the necessity and way in which the public officials pension reform should be implemented. Secondly, it must be clarified that the evaluation of the public officials pension reform may vary from one viewpoint to the next. Thirdly, not only outsiders but also internal parties must participate in the reform process.
