As artistic education in Korea has not been made properly because of public education emphasizing college entrance exam, integrated art education to develop creativity is drawing public attention, and media education is being carried out mainly as a digital big power at the same time. Therefore, US situations of having to start Blueprint Project could be said as being very similar to current domestic education one, and this study tried to propose following that can become a good guideline in domestic development of cultural-artistic education through Blueprint case. First, effective policy establishment on cultural-artistic education from government dimensions is very important, so the policy based on various education fields shall be planned from policy-planning stage through positive interventions of cultural-artistic education experts in diversified fields while emphasizing the importance of policy simultaneously. Second, if providing cultural-artistic education which shows regional characteristics by cooperations between educational organization and artistic ones of each area while positively utilizing the self-governing system, cultural-artistic education which saves regional characteristic and has Korea image is able to be made successfully. Third, job creation of cultural-artistic education experts could be expected because the education is professionalized and subdivided more through effective policy preparation and consistent, continuous policy implementation. Art instructors of each field reached to saturation state recently, and Arts & Culture Education Instructor License actually does not provide jobs by which license possessors can display abilities as professional manpower owing to indiscreet issuances. Job creation based on effective policy which enables proper implementation on cultural-artistic education in limitations of public education will be a steppingstone of fostering talents literally.
